11/13/2012	0	HISTORIC PRESERVATION COMMISSION	SUBSTITUTED; Minutes note: Ms. Hatala said that the proposal is for permanent historic designation of the Henry L. Palmer Masonic Lodge #301, also known as the Love Tabernacle. The commission nominated the building for interim historic designation. The nominator is Touissiant Harris, grandson of Sister Clara Atwater and founder of the Love Tabernacle. The lodge was founded in 1910 by Henry L. Palmer. Ms. Hatala proceeded to give a brief overview on the staff study report regarding the lodge’s physical description, area, changes, significance, architect, and history of free masonry. Details of the overview can be found on the staff study report within the file. On behalf of staff, Ms. Hatala recommended granting permanent historic designation based on criteria e 1, e 5, e 6, and e 9 in the ordinance. Individuals appearing: Dexter Martin, 2459 N. 28th St., Milwaukee, WI 53210 Touissiant Harris, 5301 N. 56th St., Milwaukee, WI 53218 Mr. Martin said that there is a desire to see development in the area like the Park East Corridor, the intent is to bring the building back to providing shelter for the community, the building will undergo a renovation project, the roof has been repaired, the building needs to be secured from intruders, and there is a desire to create a 501(c)3 to raise funds for interior repair. Ms. Nemec asked if Mr. Harris was aware of the preservation guidelines and duty of care if the building was given permanent historic designation? Mr. Harris replied that he is aware and will have to first obtain a Certificate of Appropriateness for exterior work. Mr. Jakubovich said that there will probably be a mothball permit application for the commission to grant a mothball certificate to relieve the owner from suspension, fines, and citations. Ms. Balon moved approval, seconded by Mr. Williams, of permanent historic designation for the Henry Palmer Masonic Lodge (currently Love Tabernacle) at 2640 N. 1st Street in the 6th aldermanic district based on criteria e 1, e 5, e 6, and e 9. Whereas, The Milwaukee Historic Preservation Ordinance, s. 320-21 of the Code of Ordinances, provides that historic sites, structures and districts may be designated by the Common Council upon the recommendation of the Historic Preservation Commission; and

Whereas, The Historic Preservation Commission, at its September 11, 2012 meeting, voted unanimously to recommend interim designation of the Henry Palmer Masonic Lodge (currently Love Tabernacle) at 2640 N. 1st Street as a historic site;

Whereas, The Historic Preservation Commission, at its November 13, 2012 meeting, voted unanimously to recommend permanent designation of the Henry Palmer Masonic Lodge (currently Love Tabernacle) at 2640 N. 1st Street as a historic site;

Whereas, This site possesses integrity of location, design, setting, materials, workmanship and association and fulfills the following criterion set forth in s. 320-21(3):

e-1. Its exemplification and development of the cultural, economic, social or historic heritage of the city, state of Wisconsin or the United States.

e-5. Its embodiment of the distinguishing characteristics of an architectural type or specimen.

e-6. Its identification as the work of an artist, architect, craftsman or master builder whose individual works have influenced the development of the city.

e-9. Its unique location as a singular physical characteristic which represents an
established and familiar visual feature of a neighborhood, community or the city.
