Minutes note: Mr. Tim Askin said the vacant lot is currently owned by the city and the applicants are proposing new construction on the site. Mr. Askin went through the details of the house and said the design is a good one and has no objections to it. Some of the material selections are of concern relating to the window frames and the siding profiles and joint conditions. Staff also did price comparisons on their own although the owners did submit some of theirs. The porch deck is proposed as a composite product, which staff is not diametrically opposed to as long as the edges are not visible and it's not used on the steps. Staff also presented pictures of other in-fill houses which used wood.
Staff recommendations are contained in their report with various choices for the Commission.
Greg Bear - petitioner - his argument is that there are no written requirements relating to materials. They have also gotten support from the Brewers Hill Assocation, neighbors and Ald. Coggs
Steve Black - contractor
Robert Ater - never got any building guidelines from the Dept. of City Development relating to building in a historic district and that information was also not available online so they felt any materials were allowed. The materials on the porch will be wood and will have the detailing.
Yes LaPierre - Dept. of City Development - he thought it would merely be a matter of working with HPC staff and wouldn't require full board approval.
Teresa Mambu Rasch and Christopher Rasch - neighbors who live in the most recently constructed home in Brewer's Hill - they also like the design and support this application.
Ms. Clendenen-Acosta moved for approval of the alternate option as recommended by staff with artificial materials on the non-primary elevations and use 5/8ths, if the Hardieplank is used, on those elevations, wood siding on all street-facing elevations, wood windows and trim, composite decking for rear elevations, but wood required on the front and staff approval of the exterior lighting. Seconded by Mr. Jarosz. There were no objections.

Minutes note: Mr. Tim Askin said this is a vacant lot being sold by the city for construction of a single-family home. The building on the lot had burned down. The proposal is a home with an attached garage. It will have a front porch with windows two over two with a brick foundation. The porch was revised and staff supports as designed except for the garage light fixtures, which can be done as a staff approval at a later date. Staff has some concerns with some of the materials used, with the windows being proposed as aluminum clad, which staff does not support. Staff also does not support the siding as it is not wood. The proposed porch deck is also not wood and is not supported by staff. To this point in time, all applicants have been required to have all wood siding, trim and windows. Staff recommends approval with conditions as listed in the report. In the early years of sales, the Redevelopment Authority, as a condition of sale, required all wood siding, trim and windows.
Greg Baer - owner - the code does not mention materials used, only design standards. In the past 13 years only 3 petitions have been brought forward and only one house has actually been built. He doesn't feel that new buildings should copy old buildings, but should be compatible, but different.
Steve Black - Red Bud Homes - builder - they found what they consider sensitive materials for historic areas and also looked at what other cities were allowing in historic districts.
Robert Ater - the other owner - they were not aware until 3 weeks ago that materials were also under the purview of the commission. They are concerned that this will price them out of the neighborhood.
Mr. Black provided cost estimates of wood siding. Mr. Ater noted that many cities are approving the Hardy plank in their historic districts.
This was held so Commissioners had more time to review the information provided by the applicant Sunday night.

This resolution grants the appeal of the Certificate of Appropriateness requirements set by the Historic Preservation Commission for construction of a new home with attached garage at 100 W. Brown Street in the Brewers Hill Historic District
Body
Whereas, The Historic Preservation Commission met on January 8, 2018 to consider granting a Certificate of Appropriateness for the construction of a new home with attached garage at 100 W. Brown Street in the Brewers Hill Historic District for Gregory Baer and Robert Ater; and
Whereas, The Commission granted the Certificate by a vote of four (4) “ayes” and one (1) “excused” with the following conditions:
1. Hardieplank Artisan siding with a 5/8th thickness be used on secondary elevations that do not face the street and wood siding is to be required on the street-facing elevations.
2. All wood windows; shop drawings are to be submitted to staff for approval.
3. All wood trim on all elevations.
4. Allow composite decking for rear elevations, but require wood on the front.
5. Approve exterior lights separately.
; and,
Whereas, The applicants appealed the decision of the Commission to the Zoning, Neighborhoods and Development Committee; and
Whereas, The Committee heard from the applicants and staff of the Historic Preservation Commission at its meeting on February 21, 2018; and
Whereas, The Committee, by a unanimous vote, granted the appeal of the Certificate of Appropriateness requirements set by the Historic Preservation Commission; now, therefore, be it,
Resolved, By the Common Council of the City of Milwaukee, that the appeal filed by the applicants, Gregory Baer and Robert Ater, relative to a Certificate of Appropriateness is granted; and, be it
Further Resolved, By the Common Council of the City of Milwaukee, that a Certificate of Appropriateness for construction of a new home with attached garage at 100 W. Brown Street in the Brewers Hill Historic District is granted without the requirements set by the Historic Preservation Commission.
