McGee moves to amend Exhibit C by adding the following language at the end: "Uses For any property zoned RT4 (two-family residential), not more than 2 dwelling units shall be permitted in any single building constructed after the effective date of this ordinance." Ald. Bauman moves to amend Proposed Sub. B with the above-listed text and for acceptance of Sub. B. Withdrawn. Sherman Hill -Harambee Business Area - supports, but some neighbors are concerned that this might affect current homeowners. Minnie Perley - 2657 N. 6th St. - existing homeowner who was concerned she might lose her home Fannie Smith - 116 W. Richard Jacobs - 2820 N. Richards St. - he wants to remain in his home the rest of his life; this legislation will not affect his property Bob Crawford - 12144 N. Lakeshore Dr., Mequon - doesn't support an overlay district; he would prefer having properties considered individually Paul Vehofsky - 2831 N. 1st St. - feels that this would eliminate affordable housing and force it onto the major thoroughfares J.W. Title

Substitute ordinance creating the Brewers Hill/Harambee Neighborhood Conservation Overlay Zone and approving the neighborhood conservation plan and development and design standards for this area, in the 6th Aldermanic District.

Analysis

This substitute ordinance removes a block of property from the southeastern boundary area, adds an effective date, approves a neighborhood conservation plan and a set of guidelines that will facilitate maintenance and protection of the neighborhood character and the development of vacant or underused lots.

Body

The Mayor and Common Council of the City of Milwaukee (“Common Council”), do ordain as follows:

 

Part 1. There is added to the Milwaukee Code of Ordinances (“Code”) a new section to read as follows:

 

Section 295-1003.0002. The zoning map is amended to establish the Neighborhood Conservation Overlay Zone (NC) for the area bounded by the zoning line along the right-of-way of East Locust Street, the zoning line along the right-of-way of North 7th Street, the zoning line along the right-of-way of West Meinecke Avenue, the zoning line along the right-of-way of North 2nd Street, the zoning line along the right-of-way of East Lloyd Street, a line 160.72 feet West and parallel to the west line of North 2nd Street, the zoning line along the right-of-way of East Vine Street, a line 160.87 feet West and parallel to the west line of North 1st Street, a line 100 feet South and parallel to the south line of East Vine Street, the zoning line along the right-of-way of North 1st Street, the zoning line along the right-of-way of East Vine Street, a line 80.87 feet East and parallel to the east line of North 1st Street, a line 75 feet South and parallel to the south line of East Vine Street, a line 160.87 feet West and parallel to the west line of North 1st Street, a line 100 feet South and parallel to the south line of East Vine Street, a line 157 feet East and parallel to the east line of North Palmer Street, the zoning line along the right-of-way of East Vine Street, the zoning line along the right-of-way of North Palmer Street, a line 84.61 feet East and parallel to the east line of North Hubbard Street, a line 120 feet North and parallel to the north line of East Vine Street, the zoning line along the right-of-way of North Hubbard Street, the zoning line along the right-of-way of East Reservoir Avenue, the zoning line along the right-of-way of North Killian Place, the zoning line along the right-of-way of East Brown Street and the zoning line along the right-of-way of North Holton Street, as indicated on Exhibit A, a copy of which is attached to this Common Council File.

 

Part 2. In accordance with the provisions of Section 295-1003(2)(a) of the Code relating to the establishment of Neighborhood Conservation Overlay Zones, the Common Council approves a neighborhood conservation plan, a copy of which is attached to this Common Council File as Exhibit B which is on file in the office of the City Clerk and made a part thereof as though fully set forth herein.

 

Part 3. In accordance with the provisions of Section 295-1003(2)(b) of the Code relating to the establishment of Neighborhood Conservation Overlay Zones, the Common Council approves development and design standards, a copy of which is attached to this Common Council File as Exhibit C which is on file in the office of the City Clerk and made a part thereof as though fully set forth herein.

 

Part 4. This ordinance shall be effective and enforceable on November 1, 2006.
