Analysis
This motion modifies Milwaukee Police Department Standard Operating Procedure 172 - Sick and Injured Persons to specify that police officers encountering a sick or injured person will make every attempt to provide medical assistance, even in the event a law enforcement department or agency caused an injury.
Body
Whereas, The purpose of Milwaukee Police Department Standard Operating Procedure (SOP) 172 - Sick and Injured Persons is to ensure that police officers attempt to identify the nature and cause of a person’s injury or illness, provide first aid consistent with their training, and initiate Emergency Medical Services (EMS) if needed; and

Whereas, SOP 172 provides a 5-step procedure for treating a sick or injured person, including immediately notifying a dispatcher and requesting medical assistance, immediately applying temporary first aid, determining the nature and cause of the injury, obtaining personal information and witnesses, and notifying their shift commander if the incident results in death or is life threatening; and

Whereas, SOP 172 does not specify that the 5-step protocol shall occur regardless of whether the injury was caused by an accident, another person, or a law enforcement officer from any jurisdiction; and

Whereas, In situations where a person has been injured, members of the Milwaukee Police Department must act to render or request first aid immediately, regardless of who caused the injury; and

Whereas, S. 62.50(3)(am), Wis. Stats., allows the Common Council to suspend or modify any policy established by the Chief of Police upon a two-thirds vote of all of the members of the Common Council; now, therefore
