Title
Substitute resolution relative to acceptance and funding of a 2020 COPS Hiring Program Grant.
Analysis
This resolution authorizes the Milwaukee Police Department to accept and fund a COPS Hiring Program (CHP) Grant from the U.S. Department of Justice, Office of Community Oriented Policing Services in the amount of $9,712,096. This grant is fully funded by the USDOJ with no City match. The purpose of this project is to hire 30 additional police officers.
This resolution acknowledges that the executive command staff of the Police Department has agreed to pursue certain measurable goals and strategies related to staffing, response times, traffic enforcement, crime reduction, technology integration and community oriented policing, as desired by the Common Council.

Whereas, Under the terms of CFDA #16.710, the City of Milwaukee appears to be eligible for grant funds from the U.S. Department of Justice, Office of Community Oriented Policing Services; and
Whereas, The operation of this grant from 07/01/20 to 06/30/23 would cost $9,712,096, of which 100% would be provided by the grantor; and
Whereas, The Milwaukee Police Department will hire 30 new officers; and
Whereas, Some members of the Common Council have expressed a desire for the Milwaukee Police Department to adopt a number of measurable goals and strategies as a condition of accepting the COPS grant; and
Whereas, On January 12, 2021, the executive command staff of the Milwaukee Police Department issued a signed statement, included in the record of this file, acknowledging the Common Council’s priorities and indicating that the Police Department would work to achieve the following goals and strategies:
1. Incorporating a performance-based approach for producing measurements for police staffing and allocations guided by the framework and recommendations included in the Office of Community Oriented Policing Services - University of Michigan report, “A Performance-Based Approach to Police Staffing and Allocations”.
2. Improving police response times, particularly responses to lower priority calls, compared to average response times at 2020 year-end.
3. Working cooperatively with the Department of Administration, who will conduct a civilian-sworn patrol resource analysis of the Police Department, similar in nature to the 2007 Patrol Resource Analysis conducted by Matrix Consulting Group.
4. Expediting implementation of previously-authorized technology integration systems, and in particular implementing Project Greenlight, as a means of leveraging technology resources to reduce strain on sworn and civilian personnel from budget constraints.
5. Participating and deploying in Milwaukee Promise Zones as a form of community engagement and crime prevention.
6. In collaboration with the Community Collaborative Commission, developing a Community Oriented Policing Standard Operating Procedure. The intention is to demonstrate a commitment to building and maintaining relationships with community members and groups, and to collaborate with the community to address public safety issues and identify solutions to neighborhood problems.
7. Prioritizing traffic enforcement and working with the community and system partners to augment and improvement reckless driving enforcement.

Whereas, The executive command staff further agreed to report measurable progress in preparing and implementing the aforementioned plans and strategies to the Common Council within 90 days of adoption of this resolution, and every 4 months thereafter for the term of the 2020 COPS CHP grant, or as otherwise deemed necessary by the Common Council; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, Milwaukee Code of Ordinances; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2020 Special Revenue-Grant and Aid Projects, the following amount for the program titled: COPS Hiring Grant

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement;
3. Establish the necessary City Share Project Values;

Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:
1. Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date.
2. Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10 percent.

Further Resolved, That the Common Council directs that the 2020 positions ordinance be amended as follows:
Under Police Department, District 1, add footnote designation (V) to 100 positions of Police Officer, and amend footnote (V) as follows:
(V) POLICE DEPARTMENT OPERATIONS DECISION UNIT COPS Hiring Program (CHP) Grant. 30 grant funded police officer positions to expire 6/30/23 unless the grant is extended and maintained for a period of not less than 12 months following the end of the grant unless the grant is extended.
And delete footnote designation (V) from 20 positions of Police Officer positions under the Assigned as Needed Within Decision Unit.
; and, be it
Further Resolved, That the Common Council directs that the 2021 positions ordinance be amended as follows:
Under Police Department, District 1, add footnote designation (V) to 93 positions of Police Officer, and amend footnote (V) as follows:
(V) POLICE DEPARTMENT OPERATIONS DECISION UNIT COPS Hiring Program (CHP) Grant. 30 grant funded police officer positions to expire 6/30/23 unless the grant is extended and maintained for a period of not less than 12 months following the end of the grant unless the grant is extended.

Further Resolved, That the Department of Administration shall conduct a civilian-sworn patrol resource analysis of the Police Department, similar in nature to the 2007 Patrol Resource Analysis conducted by Matrix Consulting Group; and, be it
Further Resolved, That the Department of Administration shall provide periodic updates to the Common Council on the execution of the patrol resource analysis.
