Title

Resolution amending the City of Milwaukee’s State Legislative Package to express support for state legislation providing supplemental funding for the FoodShare and Women, Infants, and Children programs during a federal government shutdown. 

Analysis

This resolution amends the City of Milwaukee’s State Legislative Package to include support for 2025 Wisconsin Senate Bill 574 and Assembly Bill 578, which provide additional state funding to the Department of Health Services to sustain the Women, Infants, and Children (WIC) and FoodShare programs during lapses in federal appropriations, ensuring uninterrupted access to nutrition assistance for Milwaukee residents and families.

Body

Whereas, The Wisconsin Department of Health Services administers the supplemental nutrition programs known as FoodShare and the Women, Infants, and Children program, which provide essential food and nutrition assistance to eligible low-income individuals and families across the state; and

 

Whereas, Under current law, these programs are funded jointly by state and federal sources, and federal funding interruptions such as the lapse in federal appropriations that began on October 1, 2025,  can disrupt the timely delivery of benefits to eligible residents; and 

 

Whereas, Recently-introduced Wisconsin Senate Bill 574 and Assembly Bill 578 would provide supplemental state funding to the Department of Health Services during periods of federal funding lapse to maintain WIC and FoodShare benefits at pre-shutdown levels, preventing interruptions that would otherwise affect thousands of Milwaukee families, women, infants, and children who rely on these programs for basic nutrition; and

 

Whereas, Ensuring continuous access to food and nutrition assistance supports the health, safety, and economic stability of vulnerable residents, particularly during times of fiscal uncertainty or federal service disruption; and 

 

Whereas, Supporting this state legislation aligns with the City of Milwaukee’s commitment to racial, social, and economic equity by ensuring that food insecurity does not increase due to federal inaction; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that Common Council Resolution File Number 241415 is amended by inserting the following item into the document attached to the file as the “2025-26 State Legislative Package”: 

 

Racial, Social, and Economic Equity

Common Council

Support legislation providing supplemental state funding to the Wisconsin Department of Health Services during federal funding lapses to maintain uninterrupted FoodShare and WIC benefits, ensuring continued access to essential nutrition assistance for Wisconsin residents and families.

Further Resolved, That the City Clerk shall forward copies of this resolution to members of the City of Milwaukee’s delegation to the Wisconsin Legislature.
