This resolution directs the Board of Zoning Appeals to better utilize e-notify to inform residents of Board-related matters affecting their neighborhoods.
Body
Whereas, Each year, the Board of Zoning Appeals (BOZA) receives applications for, and renders decisions on, hundreds of requests for zoning-related approvals (primarily variances and special use permits); and
Whereas, These BOZA decisions impact the well-being of residents of the neighborhoods in which the subject properties are located; and
Whereas, BOZA notifies the community of matters coming before it through the mailing of notices to owners of property within code-specified distances of the subject properties; notice is not provided to non-owner residents, or to residents or owners just outside the notification radii; and
Whereas, E-notify is a system by which the City notifies Milwaukee residents of City business based on residents signing up to be notified of certain types of matters; and
Whereas, The License Division presently uses e-notify to apprise interested residents of licensing matters; and
Whereas, By using e-notify, BOZA could provide broader notice of the matters coming before it, including notice to interested residents who are not property owners, as well as to residents just outside the code-specified areas in which mail notification is provided; and
Whereas, The 2025 Budget was adopted by Common Council File Number 240001 on November 8, 2024; and
Whereas, Amendment 31 placed a footnote to the BOZA Administrative Manager position in the 2025 Budget instructing BOZA to “better utilize e-notify to inform residents of activities in the neighborhood.”; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Board of Zoning Appeals is directed to better utilize e-notify to inform residents of Board-related matters affecting their neighborhoods; and, be it
Further Resolved, That the BOZA Administrative Manager shall provide a report to the Common Council on the status of implementation of this directive within 90 days of adoption of this resolution.
