Title

Substitute resolution approving a framework agreement between the City of Milwaukee and the Republican National Committee relating to the hosting of the 2024 Republic National Convention.

 

Analysis

This resolution approves an agreement with Republican National Committee and the convention’s host committee to be entered into only if the City of Milwaukee is selected by the Republican National Committee to be the host city for the 2024 Republican National Convention.

 

Body

Whereas, The City of Milwaukee is one of two finalist cities, along with Nashville, to host the 2024 Republican National Convention (the “Convention”); and

 

Whereas, If selected as the host city, the Convention is expected to bring a large number of visitors to the City, provide economic benefits to local businesses and workers, and showcase the beauty of the City of Milwaukee on a national platform; and

 

Whereas, The Republican National Committee (“RNC”), is negotiating agreements with Milwaukee and Nashville, along with their respective host committees, and expects agreements to be finalized, approved and ready to be signed by the host city and its host committee as soon as the selection is announced; and

 

Whereas, The host committee will be responsible for, among other things, fundraising and assisting the RNC with planning and putting on the Convention - and will enter into venue agreements and other associated agreements that the City is not party to; and

 

Whereas, If selected as the host city, the City will enter into an agreement in substantially the same form as the agreement attached to this file between the City, the RNC and the host committee regarding the City’s role in hosting and providing security for the Convention (“Framework Agreement”); and

 

Whereas, Under the terms of the Framework Agreement, the City will be required to, among other things, assist the RNC and host committee with public infrastructure needs (such as street closures) and permitting for the Convention as well providing security services as necessary for the Convention in cooperation with the RNC, federal agencies such as the Secret Service and other law enforcement and firefighting agencies; and

 

Whereas, Federal grants are expected to pay the costs of the security services needed for the Convention, but in the event federal grants are not sufficient to cover all security costs, the Framework Agreement requires the host committee to reimburse the City for such costs; and

 

Whereas, The host committee has been incorporated under the name 170 Freedom Milwaukee 2024 Host Committee, Inc.; and

 

Whereas, The City of Milwaukee looks forward to welcoming the RNC and the Convention, if selected to do so, and showcasing all that the City of Milwaukee has to offer convention participants; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the agreement, in a form substantially similar to the agreement attached to this file between the City, the Republican National Committee and the host committee 170 Freedom Milwaukee 2024 Host Committee, Inc., is conditionally approved to be entered into only if the City of Milwaukee is chosen by the RNC as the host city for the 2024 Republican National Convention; and be it

 

Further Resolved, That the City and Host Committee shall engage in a good faith effort to come to an agreement under which the Host Committee shall provide to the City funding consistent with the dollar amount normally provided to a host city after previous in-person Republican National Conventions, adjusted for inflation, to be used by the City for programs relating to housing, higher education and workforce development; and, be it

 

Further Resolved, That appropriate City officials and representatives of the Host Committee shall report to the Common Council the status of negotiations, plan development and event funding on a quarterly basis; and, be it

 

Further Resolved, That in the event that the RNC selects the City of Milwaukee as the location to host the 2024 Republican National Convention, the appropriate City officials are authorized to execute the Framework Agreement in a form substantially similar to the agreement attached to this file, with such minor modifications that may be necessary, and any other documents that may be necessary to carry out the City’s obligations under such agreement, as respectively approved by the City Attorney.
