Minutes note: Ms. Carlen Hatala said this is the 5th time the applicant has been here and there were various proposed changes. Both she and Mr. Askin met with the applicant on March 16th based upon the last HPC meeting. The applicant is seeking approval or denial on seven items. Staff recommends the porch revisions. Approve by Mr. Jarosz, seconded by Ms. Pieper Eisenbrown. Skylights on west roof slope over the master bedroom - staff recommends denial and visible from the front of the house. Deny, by Ms. Pieper Eisenbrown. Seconded by Mr. Jarosz. Use of Smartside as a cladding material. Deny, by Mr. Jarosz, seconded by Ms. Peltz. Amanda Zagrodnik - owner - wants to use Smartside based upon maintenance and cost issues related to wood. They have a letter of support from the neighborhood association relating to this siding. Manufactured stone for bays - Staff recommends approval. Deny, by Mr. Jarosz. Seconded by Ald. Bauman. Aluminum clad windows - Staff recommends denial. Deny, by Mr. Jarosz. Seconded by Ms. Peltz. Minutes note: Ms. Carlen Hatala said this proposal was heard in December and at that time the applicant agreed with some of the recommendations, but not others. The applicant now wants what he originally proposed with the artificial stone, the use of SmartSide siding and vinyl windows. Staff recommends denial. Michael Warecki - owner - the neighborhood association was fine with his SmartSide siding, vinyl windows and skylights. He might be willing to work with staff on the artificial stones. He thinks the stone was found to be appropriate at the last meeting. He wants the stones to go up the bays, not just for the foundation. Holding for further discussion with review of the guidelines.

This resolution grants the appeal of the Certificate of Appropriateness for additional amendments to the design of a previously approved new house at 116 W. Vine Street, in the Brewers Hill Historic District, for Michael Warecki and Amanda Zagrodnik.

 

Body

Whereas, The Historic Preservation Commission met on April 4, 2022 to consider granting a Certificate of Appropriateness for additional amendments to the design of a previously approved new house at 116 W. Vine Street, in the Brewers Hill Historic District, for Michael Warecki and Amanda Zagrodnik; and

 

Whereas, The Commission denied five of the additional amendments unanimously; and

 

Whereas, The applicant appealed the decision relating to denial to the Zoning, Neighborhood and Development Committee at its meeting of April 12, 2022; and

 

Whereas, The Committee, by a vote of three (3) ayes, one (1) no, and one (1) excused, reversed the decision of the Historic Preservation Commission, now, therefore, be it,

 

Resolved, By the Common Council of the City of Milwaukee, that the appeal of the Certificate of Appropriateness for additional amendments to the design of a previously approved new house at 116 W. Vine Street, in the Brewers Hill Historic District, for Michael Warecki and Amanda Zagrodnik is granted.
