Title
Substitute resolution relating to data on code violations and electrical fires.
Analysis
This resolution directs the Department of Neighborhood Services to determine the number residential properties by aldermanic district, ZIP code and census tract identified with at least one code violation during 2019 and 2021. It further directs the Department to report its findings to the Common Council by February 28, 2022.
Body
Whereas, An investigative story by the Milwaukee Journal Sentinel in August, 2021, reported electrical fires in Milwaukee properties with prior, unresolved electrical code violations; and

Whereas, The Journal Sentinel story reported similar electrical fires occur in the 53206 ZIP code and surrounding areas at 5 times the rate as elsewhere in the city; and

Whereas, Wisconsin law allows for the implementation of a proactive building inspection program in portions of the city provided the areas subject to proactive inspections can be demonstrated to have a higher than normal incidences of code violations; and

Whereas, Determining on the number of code violations by areas of the city is the first step in discovering if there are areas in the city with higher than normal incidences of code violations and demonstrating the boundaries of these areas; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Department of Neighborhood Services is directed to determine the number residential properties by aldermanic district, ZIP code and census tract identified with at least one code violation during 2019 and 2021; and, be it.

Further Resolved, The Department of Neighborhood Services shall report its findings to the Common Council by February 28, 2022.
