Substitute resolution authorizing the City of Milwaukee to apply for, accept, and expend funding under the Local Government Grant portion of the CARES Act.
Analysis
This substitute resolution authorizes the Department of Administration to accept funding from the United States Department of the Treasury for the Coronavirus Relief Fund grant in the amount of $102.98 million.
Body
Whereas the Department of Administration received approval from the Mayor to apply for the Coronavirus Relief Fund from the United States Department of the Treasury; and
Whereas, the Coronavirus Relief Fund grant will operate from March 1, 2020 to December 30, 2020 and cost $102.98 million, of which $102.98 million is provided by the grantor; and
Whereas, this grant will provide funding needed by the City of Milwaukee to respond to the public health emergency resulting from the Coronavirus Disease 2019 (COVID-19); and
Whereas, this grant will fund expenditures incurred due to the COVID-19 public health emergency, including medical expenses, such as testing, emergency medical transportation, and clinic expenses; public health expenses, such as communication and enforcement of public health orders, acquisition and distribution of medical and protective supplies and equipment, disinfection of public areas, public safety measures, and quarantining of individuals; payroll expenses for public safety and public health employees whose services are substantially dedicated to mitigating or responding to the COVID-19 public health emergency; expenses of actions to facilitate compliance with COVID-19 public health measures, including expenses for care of homeless populations and improving telework capabilities for public employees; expenses associated with the provision of economic support in connection with the COVID-19 public health emergency; and other COVID-19 related expenses reasonably necessary to the function of government; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee that the Department of Administration is authorized to accept and expend the Coronavirus Relief Fund without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the project/grant parent of the 2020 Special Revenue Grant and Aid Projects Fund the following amounts for the Coronavirus Relief Fund.

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels and budget against these Project/Grant values the amount required under applicable grants;
3. Establish the necessary City Share Project values; and, be it
Further Resolved, That these funds are appropriated to the Department of Administration and other such city departments and agencies as appropriate, which are authorized to:
1. Expend from the amount appropriated sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Expend from the grant budget funds for specific items of equipment;
3. Expend from the grant budget funds for training and out-of-town travel by departmental staff; and
4. Enter into leases and subcontracts as needed to fulfill the purposes of the grant.
