Title
A substitute ordinance relating to security measures for downtown parking lots or places.
Analysis
This ordinance establishes increased security measures for downtown parking lots and garages. Parking lots providing temporary parking for events and festivals are exempted. The security measures required include:
1. Fulltime attendants and regular patrols for larger parking facilities.
2. Security lighting.
3. Video surveillance.
4. Gates for vehicle entry and egress.
5. An attendant-manned elevated surveillance platform for every 200 parking spaces in a surface lot.

Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:

Part 1. Section 84-20-1 of the code is amended to read:

84-20. Parking Lots or Places.
1. DEFINITIONS.
a. "Parking place" [[shall be construed to mean]] >>means<< any garage or other building or any plot, piece or parcel of land in or upon which a business is conducted of storing motor vehicles where the owner or person storing such vehicle is charged a fee, but excluding the renting of private garages or private parking space and parking places that have parking spaces for 15 cars or less.
b. "Person" [[shall be construed to mean]] >>means<< any individual, partnership, firm, association or corporation.

Part 2. Section 84-20-1-a to b of the code is renumbered 84-20-1-c to d.

Part 2. Section 84-20-1-a, b and e of the code is created to read:

a. “Downtown parking place” means a parking place within a C9 zoning district, or any surface parking facil...
