Minutes note: Ms. Carlen Hatala said members of the congregation are working steadily on the building. They have been painting and ordered new balusters, as well as performing ongoing foundation work and landscaping. Staff recommends continuation of the mothball. Toussaint Harris - they are making progress and will continue until they finish. He appreciates the Commission's compassion. Mr. Jarosz moved for another 6 months.

Minutes note: Mr. Harris said that with the warmer weather they will be getting the upper-level windows done and landscaping and working on the building facade. They have had a lot of fundraisers over the past six months. The limestone cleaning, landscaping and second floor windows will be done within six months. The work that is still pending is work on the third floor windows, roof work and assorted maintenance work. Grant another six month extension.

Minutes note: Toussaint Harris - owner of the property This item is heard every 6 months. Repointing was done as well as decorative work on the chimney. There is still more chimney work to be done (the chimney will be removed down to the cap). This work was previously approved by the Commission. He will provide additional photos for the commission.

Minutes note: Mr. Touissaint Harris present - the work is continuing specifically on the back wall and the next step will be work on the windows, the chimney, tuckpointing and the roof. The project is pretty much on target and the end is in sight. This file will be scheduled when the work is completed in six months.

Minutes note: Ms. Hatala provided background information and Mr. Harris present to speak on his progress. The Dept. of Neighborhood Services has no objection to extension of the COA. The next project is the chimney, preferably before winter comes, but the department prefers that it be done right, rather than quickly.

3/14/20160 HISTORIC PRESERVATION COMMISSION HELD IN COMMITTEE

Minutes note: Ms. Hatala said that this property has had a mothball certificate for a number of months and progress has been made. The roof is now watertight and now they are replacing rotted windowsills. Touissaint Harris, property owner, said that he will be working on the work that the city requested be done and it will be done by a licensed and bonded contractor and the supplies are already purchased. Ron Roberts - Dept. of Neighborhood Services - the city has been watching the project and it's come a long way and Mr. Harris is doing a great job on the building. Mr. Harris intends to re-do all the windows and tuckpointing. He anticipates the building will be used as a church with a long-term goal of a community center. Ms. Hatala recommends that the work continue and another review by done in six months.

9/15/20150 HISTORIC PRESERVATION COMMISSION HELD IN COMMITTEE

Minutes note: Mr. Toussaint Harris came to the table - he ordered 11 ballisters, which resulted in damage to the foundation when the new ballisters were installed. Mr. Ron Roberts, Dept. of Neighborhood Services, said they are pleased with the progress of the work, but would like to get a schedule of proposed work for the next six months and have that provided to the Dept. of Neighborhood Services. The work is more extensive than the applicant first thought. The building is monitored monthly by the Department. Mr. Williams moved for approval of continuation of the certificate, seconded by Mr. Jarosz. There were no objections. A friendly amendment was added to incorporate the list of proposed projects for the next six months.

Minutes note: Mr. Harris, applicant, present and spoke on the work that has been completed on the building in the past six months. He completed work on the foundation and some of the exterior wood. He will be working on the windows next. Ron Roberts - Dept. of Neighborhood Services - the dept. supports the mothballing and wants to commend Mr. Harris and the board on their work. He would like attention paid to the re-boarding of the windows as the wood is becoming a blight. Mr. Harris does agree to doing that. Motion by Mr. Jarosz to incorporate the comments of the department and get more precise with the schedule in terms of setting goals for the next six months with HPC staff. Seconded by Mr. Williams. There were no objections.

9/8/20140 HISTORIC PRESERVATION COMMISSION ADOPTED

Minutes note: Mr. Jakubovich noted that the roof work was done that was requested under a previous mothball application. Window work needs to be done, as well as missing ballisters. The windows will be done the first year and the chimney, tuckpointing and ballisters will be done the second year. This application will be reviewed again in six months, so March 2015. The Department of Neighborhood Services has no objections. Mr. Jakubovich recommends approval of this application. Ron Roberts, Dept. of Neighborhood Services, came to the table and said that this is the correct manner to handle this property. The building is stabilized and now the repairs are minor. Touissant Harris - 5301 N. 56th St. - the president and registered agent of a nonprofit that is overseeing the whole project. He promises that everything will be done to satisfy the Commission. Ms Pieper Eisenbrown was excused for this item.
