A substitute ordinance relating to the creation of a city hall campus emergency preparedness committee.

Analysis
This ordinance creates an emergency preparedness committee staffed by the city clerk’s office. The committee will meet every 2 months and will consist of the following members:

1. The fire chief, or designee.
2. The police chief, or designee.
3. The city clerk, or designee.
4. The director of emergency management, or designee.
5. The commissioner of public works, or designee.
6. The director of employee relations, or designee.
7. The city attorney, or designee.
8. The mayor, or designee.
9. The common council president, or designee.

The committee will be co-chaired by the fire chief and the city clerk, and shall be responsible for making recommendations relating to emergency preparedness and management protocols governing the city hall campus and staff training. The committee shall evaluate best practices and recommend protocols for:

1. Responses to specific types of emergencies, including plans for evacuations or sheltering.
2. Securing public free-standing buildings or campuses.
3. Internal and external emergency communication.
4. Training protocols.
5. Special accommodations that may be required for different employees.
6. After-action review of emergencies.

In addition, the committee shall focus on emergency preparedness-related topics, including, but not limited to:

1. Information technology.
2. City equipment.
3. Resources and budgeting.
4. Emergency response command nexus.

Further, the committee will recommend appropriate personnel to develop and provide emergency preparedness and management protocols and training for city staff working at locations other than the city hall campus.
