A substitute ordinance relating to short-term rentals.

Analysis
This ordinance requires the City to report any citation, order or police report issued for activity occurring at a property arising from its use as a short-term rental to any platforms listing the property as a short-term rental. The ordinance also requires the Department of Neighborhood Services to provide written notice to the aldermanic district where the property is located as well as to any residences within 250 feet of any property applying for a short-term rental license as well as providing a publically available list of all licensed short-term rentals in the city.

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

Part 1. Section 105-80 of the code is created to read:

105-80. Short-term rentals.

1. DEFINITION. “Short-term rental” means any tourist rooming house, lodging place, tourist cabin or cottage, other than a hotel or motel, in which sleeping accommodations are offered for pay to tourists or transients. It does not include private boarding or rooming houses not accommodating tourists or transients, or bed and breakfast establishments regulated under ch. ATCP 73, Wis. Adm. Code.

2. INCIDENT REPORTING. Any citation, order or police report issued for activity occurring at a property arising from its use as a short-term rental shall be reported by the issuing department to any platforms listing the property as a short-term rental within 30 days of issuance.

3. NOTICE.

a. Within 30 days of receipt, the department of neighborhood services shall provide, by mail, written notice of any application for a tourist rooming house received by the department to the local council member and to all residences within a radius of 250 feet, centered on the property for which a tourist rooming house license is so...
