Analysis
This resolution approves the Granville Strategic Action Plan and Land Use Study, amends the Northwest Side Comprehensive Area Plan to include the Strategic Action Plan/Study as part of the City's Overall Comprehensive Plan and directs City departments and agencies to work toward implementation of the Comprehensive Plan, as amended.
Body
Whereas, A detailed strategic action plan has been prepared, which is titled the Granville Strategic Action Plan and Land Use Study (“GSAPLUS”), a copy of which is attached to this Common Council File; and

Whereas, Shifting market conditions, including increased vacancy within retail centers and “big-box” retail stores in the Granville area have necessitated an updated land use plan and supporting strategies to attract new investment and reduce vacancy within the Granville area to further the goals of the Northwest Side Comprehensive Area Plan; and

Whereas, The GSAPLUS was created to supplement the City's existing Northwest Side Comprehensive Area Plan that contains the Granville neighborhood in order to identify strategies aimed at redeveloping and reinventing the commercial corridors, strengthening the industrial core, prioritizing urban design improvements, determining infrastructure needs and establishing an implementation framework to best achieve neighborhood and economic success in the Granville area; and

Whereas, The creation of the GSAPLUS involved extensive public outreach, input and cooperation, with public and neighborhood stakeholders, similar to the public process followed in the development of the City's thirteen Comprehensive Area Plans; and
