Analysis
This ordinance directs the chiefs of the police and fire departments to notify the common council and the fire and police commission within 48 hours of any new or amended policies issued by the respective chiefs. This ordinance directs the fire and police commission to provide an analysis of any new policy issued by the chief of police or fire chief and report to the common council within 30 days of its issuance. This ordinance further requires that the fire and police commission submit an annual report listing all of the policy changes since its last annual report.

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 312-03-5 of the code is created to read:
312-03. Duties of the Chief of Police.
5. NOTIFICATION. The chief of police shall notify the common council and the fire and police commission of any new or amended standard operating procedure or standard operating instruction within 48 hours of its issuance.
Part 2. Section 313-02 of the code is created to read:
313-02. Notification Duties of the Fire Chief.
1. NOTIFICATION. The fire chief shall notify the common council and the fire and police commission of any new policy relating to the control and management of the department within 48 hours of its issuance.
Part 3. Section 314-3-1 of the code is amended to read:
314-3. Duties.
