Analysis
This ordinance requires the department of employee relations to prepare individuals appointed to city of Milwaukee boards, commissions, and committees for appropriate and effective participation in plural bodies.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 303-5-14-a-4 of the code is created to read:
303-5: Standards of Conduct
14. ETHICS AND HARASSMENT TRAINING REQUIRED
a. Ethics and harassment training provided by the department of employee relations or the department’s designee shall be completed by:
a-4. Administrative review board of appeals members, ethics board members, and redevelopment authority of the city of Milwaukee commissioners.
Part 2. Section 320-9 of the code is created to read:
320-9. Preparation by Department of Employee Relations. 1. The department of employee relations shall prepare individuals who are appointed to those plural bodies identified in sub. 7 for service on these bodies. This preparation shall assist individuals in understanding the expectations of, and resources available to, members of plural bodies.
2. At a minimum, each training shall include the following information:
a. The regulations that govern the plural body, including:
a-1. Its enabling legislation.
a-2. Its bylaws.
b. The plural body’s mission.
c. The plural body’s responsibilities with respect to open meetings and records.
d. The plural body’s responsibilities with respect to hiring and disciplining city of Milwaukee employees.
e. The standards concerning ethics and harassment that individuals appointed to the plural body shall meet as set forth in ch. 303.
f. The tools that individuals appointed to the plural body may employ to contribute effectively as members, including agenda setting, budget analysis, communication, interdepartmental collaboration, and rules of order.
g. The current status of each plural body’s membership, including vacancies and the importance of filling vacancies promptly.
h. The resources at the plural body’s disposal, including the departments and staff assigned to the plural body in order to inform and implement decisions that the body makes.
3. The department of employee relations shall develop, deliver, and, as necessary, update the required trainings in consultation with the office of the common council - city clerk.
4. The department of employee relations shall provide an annual report on required trainings to the common council, addressing the delivery and impact of trainings in the prior year, challenges with trainings in the prior year and plans to overcome these challenges in the coming year, and plans to develop and deliver additional trainings in the coming year.
5. All other city departments shall assist the department of employee relations in developing, delivering, updating, and reporting on the trainings.
6. The required training or trainings shall be completed within 120 days of taking the oath of office.
7. The provisions of this section shall apply to the following:
a. Administrative review board of appeals.
b. Board of city service commissioners.
c. Board of fire and police commissioners.
d. Board of zoning appeals.
e. City plan commission.
f. Ethics board.
g. Redevelopment authority of the city of Milwaukee commissioners.
Part 3. The department of employee relations shall evaluate the compensation structure of similar-sized cities that utilize plural bodies like those enumerated in s. 320-9-7. A report of its findings shall be presented to the finance and personnel committee prior to March 1, 2025. The report shall examine the type and amount of compensation paid to plural body members. The intent is to ensure that Milwaukee’s plural bodies can attract and retain high-quality members, who reflect the diverse composition of Milwaukee residents, to conduct important business on behalf of the city of Milwaukee.
