Title

A substitute ordinance relating to the creation of a city hall campus emergency preparedness committee.

Analysis

This ordinance creates an emergency preparedness committee staffed by the city clerk’s office. The committee will meet every 2 months and will consist of the following members:

 

1. The fire chief, or designee.

2. The police chief, or designee.

3. The city clerk, or designee.

4. The director of emergency management, or designee.

5. The commissioner of public works, or designee.

6. The director of employee relations, or designee.

7. The city attorney, or designee.

8. The mayor, or designee.

9. The common council president, or designee.

 

The committee will be co-chaired by the fire chief and the city clerk, and shall be responsible for making recommendations relating to emergency preparedness and management protocols governing the city hall campus and staff training. The committee shall evaluate best practices and recommend protocols for:

 

1.  Responses to specific types of emergencies, including plans for evacuations or sheltering.

2. Securing public free-standing buildings or campuses.

3. Internal and external emergency communication.

4. Training protocols.

5. Special accommodations that may be required for different employees.

6. After-action review of emergencies.

 

In addition, the committee shall focus on emergency preparedness-related topics, including, but not limited to:

 

1. Information technology.

2. City equipment.

3. Resources and budgeting.

4. Emergency response command nexus.

 

Further, the committee will recommend appropriate personnel to develop and provide emergency preparedness and management protocols and training for city staff working at locations other than the city hall campus. Finally, the committee shall provide a written report to the mayor and common council no later than September 30, 2026, and may submit individual recommendations before the final report if the committee deems it appropriate.

 

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1. Section 320-55 of the code is created to read:

 

320-55. Emergency Preparedness Committee.

1. COMPOSITION. There is created an emergency preparedness committee consisting of 9 members.

a. The fire chief, or designee.

b. The police chief, or designee.

c. The city clerk, or designee.

d. The director of emergency management, or designee.

e. The commissioner of public works, or designee.

f. The director of employee relations, or designee.

g. The city attorney, or designee.

h. The mayor, or designee.

i. The common council president, or designee.

 

2. PURPOSE AND INTENT.

a. The committee shall evaluate best practices and recommend protocols for:

a-1. Responses to specific types of emergencies, including plans for evacuations or sheltering.

a-2. Securing public free-standing buildings or campuses.

a-3. Internal and external emergency communication.

a-4. Training protocols.

a-5. Special accommodations that may be required for different employees.

a-6. After-action review of emergencies.

b. The committee shall focus on the following emergency preparedness-related topics, including, but not limited to:

b-1. Information technology.

b-2. City equipment.

b-3. Resources and budgeting.

b-4. Emergency response command nexus.

 

3. DUTIES. The committee shall meet every 2 months and shall research, develop, monitor and make recommendations relating to emergency preparedness and management protocols governing the city hall campus and staff training. The committee will also recommend designation of appropriate personnel to develop and provide emergency preparedness and management protocols and training for city staff working at locations other than the city hall campus.

4.  ORGANIZATION. The fire chief and city clerk shall be the committee’s co-chairs.

5. STAFFING. The city clerk’s office shall provide staff assistance to the committee, with additional assistance from other departments as needed. All city departments are directed to cooperate with the committee and provide assistance whenever the committee so requests.

6. REPORTS. The committee shall submit a written report recommending emergency preparedness and management protocols for the city hall campus to the mayor and the common council no later than September 30, 2026. The committee may submit individual recommendations to the mayor and common council prior to submission of the final report if the committee deems it appropriate.
