Resolution directing the Department of Administration-Intergovernmental Relations Division to seek introduction and passage of state legislation protecting the rights of LGBTQ+ individuals and opposing legislation attacking the rights of LGBTQ+ individuals.

Analysis

This resolution directs the Department of Administration-Intergovernmental Relations Division to seek introduction and passage of state and federal legislation protecting the rights of LGBTQ+ individuals and to advocate against legislation attacking or diminishing the rights of LGBTQ+ individuals.

Body

Whereas, Growing acceptance of LGBTQ+ individuals by society, and advances in LGBTQ+ rights, have generated a reactionary backlash that seeks to demonize the LGBTQ+ community and deny its members the opportunity to live as their authentic selves; and

 

Whereas, According to the American Civil Liberties Union, in 2023 alone, almost 500 anti-LGBTQ+ bills have been introduced across the United States.; and


Whereas, This most recent backlash has fallen disproportionately on the transgender community, which have been subject to legal discrimination limiting rights to self-actualization and access to necessary medical services; and

 

Whereas, Transgender youth, who are already among some of society’s most vulnerable members, have borne the brunt of assaults on their personhood; and 


Whereas, These attacks have taken the form of intruding on the relationship between transgender youth and healthcare providers and prohibiting transgender youth from participating in sports according to their gender identity; and


Whereas, According to the Movement Advancement Project (MAP), 22 states have passed laws discriminating against transgender youth athletes; and


Whereas, MAP estimates that these laws now impact an estimated 31% of all transgender youth in the United States; and

 

Whereas, Recent U.S. Supreme Court decisions, like 303 Creative LLC v. Elenis, have enabled business owners to refuse service to LGBTQ+ individuals; and

Whereas, LGBTQ+ individuals of all ages and backgrounds deserve to live their lives as their true, authentic selves, without the threat of intrusive legislation designed to isolate and exclude them from their communities; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Common Council expresses its opposition to legislation attacking and diminishing the rights of LGBTQ+ individuals; and, be it

 

Further Resolved; That the City supports its LGBTQ+ friends and neighbors throughout the city of Milwaukee, the state of Wisconsin, and across the United States; and, be it

 

Further Resolved, That the Department of Administration - Intergovernmental Relations Division is directed to lobby the Wisconsin Legislature for passage of legislation protecting the rights of LGBTQ+ individuals, and to lobby against any legislation attacking or diminishing the rights of LGBTQ+ Americans; and, be it

 

Further Resolved, That the City Clerk shall forward copies of this resolution to members of the City of Milwaukee’s delegations to the U.S. Congress and Wisconsin Legislature.
