Cambridge Avenue for historic designation was submitted by the current owner, Barry Poltermann. George Knowles, Sr. purchased and built this brick veneer house in 1879 along with the adjacent brick veneer house at 1879 N. Cambridge Avenue. Ms. Hatala proceeded to give an overview on the occupancy history of the house, the previous occupants’ activities and careers, contributions made to the house from previous occupants, and significance of the house’s architecture and history. Significant owners, occupants, or contributors of the house included George Knowles, Sr., Lafayette Murdock, Sophia Knowles Murdock, the Groom family, and Emily Groom. Detailed information regarding Ms. Hatala’s overview can be found in the study report within the file. Ms. Hatala said that staff recommends the Murdock / Groom House be given historic designation as a City of Milwaukee Historic Site as a result of its fulfillment of criteria e 3, e 5, and e 9 of the Historic Preservation Ordinance, Section 320 21(3) of the Milwaukee Code of Ordinances. Ms. Nemec said that the resolution should add Murdock to the name of the house. Ms. Hatala responded to questions from the Commission. Early research by staff found information only on Emily Groom. There were about four other houses in the area during the time that the house was built. Houses at 1903 and 1879 N. Cambridge Ave. were the first brick veneer houses in the area while other homes were mostly framed. There were a couple big mansions built closer to the turn of the Twentieth Century with English revival details with half stucco/brick and half timbering. In the 1890s, a few more brick houses were built. Staff research did not find any information on the architect of the house, and perhaps George Knowles Sr. did not want information on the house to be publicized at the time. Mr. Williams moved to open the meeting to the public, seconded by Ms. Nemec. There were no objections. No public testimony. He and his neighbor own twin houses, which were built purposely that way when first constructed. Barry is in support of the nomination but could not attend meeting. His neighbor will turn in a nomination for her property as well. Ms. Nemec asked if the intent was to hear both nominations today and if they both should be heard together? Ms. Hatala replied that only the Emily Parker Groom House is before the commission. She added that both houses can be heard together at the next meeting if there is enough time to satisfy notice requirements. Ms. Balon moved to hold, seconded by Ms. Pieper Eisenbrown, the historic designation of the Emily Parker Groom House at 1903 N. Cambridge Avenue to the next meeting given that noticing requirements are satisfied. There were no objections.	Pass	4:0

This resolution designates the Lafayette Murdock/Emily Groom House at 1903 N. Cambridge Avenue, in the 3rd Aldermanic District, as a City of Milwaukee Historic Site.

...Body

Whereas, The Milwaukee Historic Preservation Ordinance, s. 320-21 of the Code of Ordinances, provides that historic sites, structures and districts may be designated by the Common Council upon the recommendation of the Historic Preservation Commission; and

Whereas, The Historic Preservation Commission, at its January 14, 2013 meeting, voted unanimously to recommend permanent designation of the Lafayette Murdock/Emily Groom House at 1903 N. Cambridge Avenue as a historic site;

Whereas, This site possesses integrity of location, design, setting, materials, workmanship and association and fulfills the following criterion set forth in s. 320-21(3):

e-3. Its identification with a person or persons who significantly contributed to the culture and development of the city.

e-5. Its embodiment of the distinguishing characteristics of an architectural type or specimen.

e-9. Its unique location as a singular physical characteristic which represents an

established and familiar visual feature of a neighborhood, community or the city.

; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Lafayette Murdock/Emily Groom House at 1903 N. Cambridge Avenue, and further described as follows:

Tax Key No. 3550033000, Cambridge Subd Part Lot 6 Sec 21 & Lots 15-16 Blk 198 Rogers' Addn in NE & SE 1/4 Sec 21-7-22 Block 242 Lot 3 & S 20' Lot 2

be designated as a Milwaukee historic site. The Preservation Guidelines pursuant to the Historic Designation Study Report, a copy of which is attached to this file, shall apply to this site and is adopted by the Common Council as part of this file.
