Title
An ordinance approving the Bay View Neighborhood Plan 2040 (Bay View Neighborhood Plan) and amending the Southeast Side Area Plan as part of Milwaukee’s Overall Comprehensive Plan, in the 14th Aldermanic District.
Analysis
This ordinance approves the Bay View Neighborhood Plan 2040 and amends the Southeast Side Area Plan as part of the City of Milwaukee’s Comprehensive Plan, and directs City departments and agencies to consider this Plan in matters related to land use and development and work towards the implementation of the Comprehensive Plan, as amended.
Body
Whereas, On October 29, 2008, the Common Council of the City of Milwaukee (“Common Council”) adopted Common Council File No. 080641, approving the Southeast Side Area Comprehensive Plan as an element of Milwaukee’s Overall Comprehensive Plan; and
Whereas, Section 66.1001, Wisconsin Statutes, requires that all cities adopt a comprehensive plan and specifies that comprehensive plans shall be updated no less than once every 10 years; and
Whereas, On February 9, 2021, the Common Council adopted Common Council File No. 201288, directing the Department of City Development (“DCD”) to develop a Bay View Neighborhood Plan to amend the Southeast Side Area Comprehensive Plan, part of the City of Milwaukee’s (“City”) Overall Comprehensive Plan, in the 14th Aldermanic District; and
Whereas, The City’s procedures for comprehensive planning call for the creation of plan updates, based on emerging land use issues and opportunities, neighborhood input and other factors; and
Whereas, Since the adoption of the Southeast Side Area Comprehensive Plan, there has been increasing development activity in the Bay View neighborhood; and
Whereas, There is a need to provide guidance and transparency around future development in Bay View that takes into consideration resident, business, and other stakeholder priorities; and
Whereas, The Bay View Neighborhood Plan updates the portion of the Southeast Side Area Plan specific to the neighborhood of Bay View; and
Whereas, The Bay View Neighborhood Plan planning area is entirely within the fourteenth aldermanic district and is generally bound by Bay Street and Becher Street to the north, South Chase Street and the Canadian Pacific rail line to the west, the Union Pacific rail line and Holt Avenue to the south, and Lake Michigan to the east; and
Whereas, The Bay View Neighborhood Plan provides recommendations related to land use, multimodal transportation investments, improvements to public spaces, economic development, sustainability, and housing affordability to guide decision-making by City departments, the Common Council, and neighborhood stakeholders; and
Whereas, Public participation in the planning process is critical to ensure that the Bay View Neighborhood Plan reflects the goals of the local community and considers issues identified by key stakeholder groups; and
Whereas, Pursuant to the update and amendment procedure for comprehensive planning adopted by Common Council File No. 161076, the planning process has involved extensive community engagement and public participation; now, therefore, be it
Resolved, That the Common Council of the City of Milwaukee approves the Bay View Neighborhood Plan 2040, as recommended by the City Plan Commission, and amends the Southeast Side Area Plan as part of Milwaukee’s Overall Comprehensive Plan; and, be it
Further Resolved, That the Bay View Neighborhood Plan will require approval by the City Plan Commission and the Common Council prior to its adoption as part of the overall Comprehensive Plan of the City of Milwaukee; and, be it
Further Resolved, That the amended Southeast Side Area Plan, as approved, shall include a text reference to consult the Bay View Neighborhood Plan as a supplement to provide further guidance and serve as the basis for decision-making by the Common Council in its consideration of matters related to land use and development; and, be it
Further Resolved, That DCD, the Department of Neighborhood Services, the Department of Public Works and other appropriate City departments and agencies are directed to work toward implementation of the Bay View Neighborhood Plan; and, be it
Further Resolved, That the Commissioner of DCD is authorized to send copies of the Bay View Neighborhood Plan to the parties identified as having responsibility for implementation of said Bay View Neighborhood Plan for their reference and use.
