Title

Substitute resolution relating to the rendering of first aid by Milwaukee’s protective services.

Analysis

This resolution calls upon Milwaukee’s protective services to continue their long-standing efforts to render first aid to injured community members, regardless of the circumstances leading to the injury or the law enforcement agency that may have caused the injury.

Body

Whereas, There are credible reports that federal law enforcement members are physically assaulting members of the public who are exercising their constitutionally protected rights to speak and assemble; and

 

Whereas, When a member of the public is injured under any circumstances, including when they are injured by a law enforcement officer of a local, state, or federal department or agency, Milwaukee’s protective services should immediately attempt to provide first aid to the victim; and

 

Whereas, The Milwaukee Fire Department is staffed with firefighters, paramedics, and emergency medical technicians who are qualified and well-trained to provide swift and quality medical assistance to help victims of a physical attack or confrontation; and

 

Whereas, The purpose of Milwaukee Police Department Standard Operating Procedure (SOP) 172 - Sick and Injured Persons is to ensure that police officers attempt to identify the nature and cause of a person’s injury or illness, provide first aid consistent with their training, and initiate Emergency Medical Services (EMS) if needed; and

 

Whereas, All Milwaukee residents, including immigrants and migrants, contribute to our community; and

 

Whereas, All people who contribute to our community deserve to receive medical treatment when their health and safety have been compromised, including when the individuals causing the injury represent a law enforcement agency; and

 

Whereas, The Milwaukee Fire and Police Departments have expended tremendous effort to build trust between the departments and the public they serve; and

 

Whereas, That the public’s trust would be endangered if the Fire or Police Department failed to administer first aid to injured residents following interactions with law enforcement; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that members of Milwaukee’s protective services are called upon to continue their long-standing efforts to render first aid to injured community members, regardless of the circumstances leading to the injury or the law enforcement agency that may have caused the injury.
