Title

A substitute ordinance adopting the Climate and Equity Plan and amending the Citywide Policy Plan as part of Milwaukee’s Overall Comprehensive Plan, and directing its implementation.

 

Analysis

This ordinance adopts the Climate and Equity Plan as part of the Citywide Policy Plan contained in the City’s Overall Comprehensive Plan, and requires that relevant City departments work towards its implementation, including pursuing necessary state and federal funding. The resolution authorizes the Department of Administration - Environmental Collaboration Office to work with City departments, Milwaukee County, state agencies, public utilities, and relevant community organizations and businesses to advance the goals and strategies outlined in the Plan. The Plan also requires the Department of Administration - Environmental Collaboration Office to provide publicly available updates on the Plan’s implementation. Finally, the ordinance changes the City-County Task Force on Climate and Economic Equity to the City-County Advisory Board on Climate and Economic Equity and charges the body with reviewing implementation of the Plan and directs the Board to submit an annual report to the Common Council on the status of the Plan’s implementation.

 

Body

Whereas, The Common Council adopted Ordinance File Number 100247 on July  27, 2010, approving the Citywide Policy Plan as an element of Milwaukee’s Overall Comprehensive Plan pursuant to s. 66.1001, Wis. Stats., which requires that local municipalities adopt and periodically update a comprehensive plan containing elements which include objectives, policies and goals for managing and conserving natural resources; and

 

Whereas, The Common Council adopted Resolution File Number 190445 on July 9, 2019, creating a City-County Task Force on Climate and Economic Equity for the purpose of making recommendations on how to address the ongoing climate crisis, ensure Milwaukee meets the obligations set forth in the Paris Climate Accord and mitigate racial and economic inequity through “green” jobs; and

 

Whereas, The Task Force presented its preliminary report to the Common Council in Communication File Number 191039 on May 27, 2020; and

 

Whereas, The Task Force submitted final recommendations to the Common Council in Communication File Number 191923 on March 7, 2022; and

 

Whereas, The Task Force recommended that its final recommendations submitted to the Common Council be compiled in a Climate and Equity Plan to be adopted as part of the Citywide Policy Plan; and

 

Whereas, The Department of Administration - Environmental Collaboration Office, serving as project manager at the direction of the Task Force, has drafted a Climate and Equity Plan; and

 

Whereas, The Environmental Collaboration Office worked the Task Force, City representatives, nearly one hundred working group members, professional consultants, and other experts in developing and drafting this Climate and Equity Plan; and

 

Whereas, The Environmental Collaboration Office followed the guidelines adopted by the Common Council for public participation in comprehensive planning while preparing the Climate and Equity Plan; and

 

Whereas, Included in the Climate and Equity Plan are recommendations on how to reduce community-wide net greenhouse gas emissions by at least 45% by the year 2030 and achieve net zero greenhouse gas emissions by 2050, or sooner, and to mitigate racial and income inequity through green jobs; and

 

Whereas, Adoption of the Climate and Equity Plan will position the City to pursue state and federal grants to implement the plan; and

 

Whereas, Implementation of the Climate and Equity Plan will require the continued assistance, diligence and expertise of the Task Force; now, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Climate and Equity Plan, as recommended by the City Plan Commission, is approved as an amendment to the Citywide Policy Plan as part of Milwaukee’s Overall Comprehensive Plan; and, be it

 

Further Resolved, That the amended Citywide Policy Plan serve as guidance and a basis for decision-making by the Common Council in its consideration of matters related to climate planning and other topics contained within the Climate and Equity Plan; and, be it

 

Further Resolved, That the City-County Task Force on Climate and Economic Equity shall become the City-County Advisory Board on Climate and Economic Equity; and, be it

 

Further Resolved, That the City-County Advisory Board on Climate and Economic shall review implementation of the Climate and Equity Plan as part of the City’s Citywide Plan and shall submit an annual report on the status of the Plan’s implementation to the Common Council; and, be it

 

Further Resolved, That the Department of Administration - Environmental Collaboration Office, Department of Public Works, Department of City Development and relevant City departments are directed to work both internally and in collaboration with Milwaukee County, state agencies, public utilities and relevant community organizations and businesses to implement the goals, policies and programs contained in the Climate and Equity Plan; and, be it

 

Further Resolved, That the Department of Administration and City departments will actively pursue federal and state funding opportunities to implement the Climate and Equity Plan; and be it

 

Further Resolved, That the Department of Administration - Environmental Collaboration Office shall provide publicly available updates on the implementation of the Climate and Equity Plan, either as periodic annual reports or through online dashboard reporting systems.
