Analysis
The charter provides that each department submit to the mayor operating needs and all capital improvement requests for the ensuing fiscal year no later than the 2nd Tuesday in May. This charter ordinance places responsibility for submitting capital improvement requests relating to city infrastructure and facilities needs in the hands of a capital improvements committee. Terms, including submission to the mayor for the ensuing fiscal year no later than the 2nd Tuesday in May, remain the same.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 18-03-0 of the charter is amended to read:
18-03. [[Departmental]] >>Budget<< Estimates.
Part 2. Section 18-03-1 of the charter is repealed and recreated to read:
1. DEPARTMENT. Each department shall submit to the mayor not later than the 2nd Tuesday in May of each year on forms approved by budget division an estimate in detail of the department’s:
a. Operating needs for the ensuing fiscal year.
b. Major equipment, technology, economic development and other non-infrastructure and facilities capital improvement requests for the ensuing fiscal year.
Part 3. Section 18-03-2 and 3 of the charter is renumbered 18-03-3 and 4.
Part 4. Section 18-03-2 of the charter is created to read:
2. CAPITAL IMPROVEMENTS COMMITTEE. The capital improvements committee shall submit to the mayor not later than the 2nd Tuesday in May of each year on forms approved by the budget division an estimate in detail of the city’s capital improvement needs regarding construction and maintenance of infrastructure and facilities for the ensuing fiscal year.
Part 5. This is a charter ordinance and shall take effect 60 days after its passage and publication, unless within such 60 days a referendum petition is filed as provided in s. 66.0101(5), Wis. Stats., in which event this ordinance shall not take effect until submitted to a referendum and approved by a majority of the electors voting thereon.
