Title

Substitute resolution relative to the reallocation and expenditure of up to $617,215 of American Rescue Plan Act funds.

Analysis

This resolution reallocates American Rescue Plan Act funds that were identified by the City’s ARPA Director as expected to be available for reprogramming for the following purposes:

1. Up to $300,000 for the Zilber Foundation’s The Bridge Project.

2. Up to $317,214.37 for the Legal Aid Society for Eviction Free MKE.

Body

Whereas, Common Council File Number 240863, adopted on October 15, 2024, allocated up to $350,000 for the Zilber Foundation’s The Bridge Project; and

 

Whereas, The City’s American Rescue Plan Act Director identified $617,215 of ARPA funding that is expected to be available for reprogramming, from projects that have remaining balances or have balances that would otherwise go unspent before the end of 2026; and

 

Whereas, ARPA funding must be fully spent by December 31, 2026; and

 

Whereas, The Department of Administration - Community Development Grants Administration has identified organizations that have requested reprogramming funds; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that $617,215 of American Rescue Plan Act allocations identified by the ARPA Director as available for reprogramming, are rescinded and reallocated to the Department of Administration - Community Development Grants Administration as described below:

 

1. Up to $300,000 for City participation in the Zilber Foundation’s The Bridge Project.

 

2. Up to $317,214.37 for the Legal Aid Society for Eviction Free MKE.

 

; and, be it

 

Further Resolved, That the City Comptroller is authorized to establish and adjust the necessary accounts and accounting procedures to carry out the intent of this resolution; and, be it

 

Further Resolved, That the Department of Administration - Community Development Grants Administration is authorized to enter into contracts, subcontracts, subawards and leases and to expend the allocated funds as required to effectuate this program, and, be it

 

Further Resolved, That the organizations receiving American Rescue Plan Act funding as part of this resolution shall report quarterly to the Common Council for 3 years following the adoption of this resolution.
