She also testified to observing loud music, the tavern's door being open, condoms and blunt wrappers on the ground. She said that she was harassed by the patrons of the establishment while walking to her business.
Ann McBride, 2355 N. 56th St., Milwaukee, WI 53210. She testified that she has seen an increase in bottle litter and noise level on weekends during the last 90 days. She does not object to the food dealer license.

Jacqueline Eckstrom, 2349 N. 56th St., Milwaukee, WI 53208. During the past year, she testified that she contacted the police on three occasions on Friday and Saturday nights, particularly on July 1st and 2nd. She witnessed loud music from the tavern's open door, patrons loitering in the alleyway and in the front of the business, public urination, and loud yelling. She said that parking is an issue and patrons would park on 56th street. She witnessed patrons smoking marijuana. She saw motorcyclists revving their engines in front of the tavern and patrons approaching and exchanging items with cars pulling up behind the tavern. She opposed the food dealer license based on the applicant's intention to operate from 12 am to 12 am.
Officer Charlotte Brown, community liaison MPD district 3, testified that through direct communication with the business, Tyrone Wigham is the manager and investor. She said that from a neighborhood meeting, neighbors voiced concerns about loud music.
Caryle Jinright, 2348 N. 57th St., Milwaukee, WI 53210. She witnessed a man urinating and being drunk in the alleyway of the business three weeks ago. She confronted seven male patrons from the tavern on a Friday night due to them being too loud.

Captain Basting testified to the assignment MPD manpower to the area of the business due to a high level of disorder in the street at or after closing time. He stated that the business deviated from its original business plan and did not operate in an Italian Chicago style sports lounge. He observed the establishment as a night club atmosphere while inside the establishment at night time. He said that there was a police department meeting with Club Bari on Oct. 24, 2010.

Sgt. Randow testified to witnessing disorderly patrons and fights outside Club Bari and 618. He said that MPD manpower on 600 Block on N. Water is the equivalent of 3000 business capacity on N. Old World Third St. On Oct. 10, 2010, he witnessed a fight at Club Bari. He said there were four additional deployments to the 600 Block on N. Water St. since Oct. 2010.
Officer Lees testified to witnessing events mentioned in items #3, 4, 5, & 6 on the police report. He said he was engaged and injured by a female patron during the event mentioned in item #5 on the police report. He said he did not observe an Italian style business while inside the tavern. He said he did not know what a Chicago style sports lounge was like.
Officer Ferrell testified that he wrote the PA-33E for the incident that occurred in item #5 on the police report. He said that he did not know what an Italian Chicago sports lounge was like.

Mr. Morgese testified as to managing the security, bartending, and music the operations of the business. He said Club Bari has functioned as an Italian Chicago style sports lounge and played a variety of music indicated on their application. He said the club played some hip hop music in the Top 40. Also, he stated that after meeting with Captain Basting, the club has followed suggestions to improve security and refrain from bringing outside promoters.
Mr. Govani Prodo testified that he works as security and manages some music events, with only Mexican and Latin music, on Friday nights. He said that some hip hop music in the Top 40 was played by the club.
Mr. Kowalski testified as to being a patron and witnessing music being played from the Top 40 and the 70's. He said he saw police stop in front of the 618 Live establishment to question people on one occasion.
Mr. Felski testified as to being a patron of Club Bari during sporting events and after a concert on one occasion at night time. He said the club played a mix of music in the Top 40 and soft rock. Also, he stated that the patrons range in all ages with the majority in his older age range.
Mr. Salazar testified as to being a patron of Club Bari and witnessing a variety of music, not hip hop, after 10 pm.
Ald. Bauman was present to state that he had a meeting with Mr. Cesarz and Mr. Morgese. From the meeting, he said that Mr. Cesarz admitted to him in changing the original business plan of operation. He objected based upon the licensee misrepresenting their business plan and from police testimony.
Ald. Kovac moved to make a letter signed by Ald. Bauman and an advertisement and brochure of Club Bari, provided by Ald. Bauman, as part of the record. There were no objections.
