Title

Substitute resolution relating to metrics used to determine the effectiveness of anti-reckless driving programs.

Analysis

This resolution directs the Vision Zero Policy Director to develop metrics for monitoring the effectiveness of anti-reckless driving initiatives, to be presented to the Common Council within 6 months of adoption of the resolution. In addition, the resolution directs the Vision Zero Policy Director to present the results of their analysis to the Common Council on an annual basis.

Body

Whereas, Beginning in 2022, Mayor Johnson has identified tackling reckless driving as a major priority for his administration; and

Whereas, One part of this initiative is committing the City to the design and regulatory philosophy embodied by the Vision Zero Network; and

Whereas, Vision Zero is a holistic approach to preventing traffic deaths that encompasses safe design practices as well as changes to public policy and community engagement; and

Whereas, As an initiative, Vision Zero will necessarily encompass many disciplines and stakeholders; and

Whereas, In June, 2020, the City-County Carjacking and Reckless Driving Task Force released its final report including recommendations for tackling reckless driving; and

Whereas, The report includes metrics for measuring success through the lenses of prevention and education, engineering solutions, and accountability and enforcement; and

Whereas, Specifically, the Task Force recommended a measurable percentage decrease in:

1. Fatalities due to reckless driving.

2. Collisions.

3. Hit-and-run citations.

4. Suspended licenses.

5. Stolen vehicles.

6. Citations issued relative to reckless driving.

7. Police pursuits and non-pursuits, maximum speed of pursuits, and pursuits resulting in injury.

8. Negative health outcomes, including accidental deaths.
