Minutes note: Mr. Tim Askin said the owner nominated her property. The building was constructed in 1883 by Mathias Lamers as a rental property. This is one of the finest buildings in the area and the storefront has been unchanged since 1901. The architect was Andrew Elleson and a significant mortgage of $5,000 was taken out to construct this building. The family shoe store was moved into the building in 1901. The shoe store operated until 1929 following the death of Mathias's son. Ms. Farrelll bought the building in 1971. This building meets e-1, e-5 and e-8 for permanent historic designation. Staff recommends the designation. Celine Farrell - 832A S. 5th St. - building owner Ald. Bauman moved, seconded by Mr. Jarosz, to open the public hearing. Emma Rudd - 1100 S. 5th St. - Executive Director of the Milwaukee Preservation Alliance - supports the designation. Ald. Bauman moved, seconded by Mr. Jarosz, to close the public hearing.

This resolution grants permanent historic designation to the Lamers Building at 830 - 832 S. 5th Street, in the 12th Ald. District.

...Body

Whereas, The Milwaukee Historic Preservation Ordinance, s. 320-21 of the Code of Ordinances, provides that historic sites, structures and districts may be designated by the Common Council upon the recommendation of the Historic Preservation Commission; and

 

Whereas, The Historic Preservation Commission, at its May 1, 2023 meeting, by a unanimous vote of six (6) ayes and one (1) excused, recommended historic designation to the Lamers Building at 830 - 832 S. 5th Street.; and

 

Whereas, This building fulfills the following criterion set forth in s. 320-21-3:

 

e-1.  Its exemplification and development of the cultural, economic, social or historic heritage of the city, state of Wisconsin or the United States

 

e-5.  Its embodiment of distinguishing characteristics of an architectural type or specimen

 

e-8.                     Its relationship to other distinctive areas which are eligible for preservation according to a plan based on a historic, cultural or architectural motif.

 

; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Lamers Building at 830 - 832 S. 5th Street, further described as:

 

Tax Key No. 4311042000  (WEEK'S) PLOT OF LOTS 3 & 6 IN SE 1/4 SEC 32-7-22 BLOCK 102 S 26.3' LOT 8 TID #85

 

be designated as a Milwaukee historic site. The Preservation Guidelines pursuant to the Historic Designation Study Report, a copy of which is attached to this file, shall apply to this site and is adopted by the Common Council as part of this file.
