Resolution relating to the City’s authority to make modifications to state highways for traffic-calming purposes.
Analysis
This resolution requests that the State of Wisconsin grant authority to the City of Milwaukee to make modifications to segments of state highways for traffic calming purposes.
Body
Whereas, Reckless driving in the city of Milwaukee has reached the level of a public safety crisis; and

Whereas, The City of Milwaukee recognizes a need for taking a proactive and prevention-oriented approach to decrease the number of reckless driving incidents; and

Whereas, The Common Council adopted Resolution File Number 181420 on January 14, 2019, creating a City-County Carjacking and Reckless Driving Task Force, which issued its final report and recommendations in June, 2020; and

Whereas, The City of Milwaukee’s Complete Streets Policy, adopted by Common Council File 180922 on October 16, 2018, supports transportation facilities that maximize safety and comfort for all users, of all ages and abilities, whether walking, using mobility aids, bicycling, riding public transportation, or driving motor vehicles; and

Whereas, Many of the most dangerous streets in the city of Milwaukee, such as West Capitol Drive and West Fond du Lac Avenue, are controlled by the State of Wisconsin; and

Whereas, The City of Milwaukee requests the State of Wisconsin’s partnership to make these streets safer for all users; now, therefore be it,

Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration-Intergovernmental Relations Division is directed to seek introduction and passage of State legislation to provide authority to the City of Milwaukee to make modifications to segments of state highways for traffic calming purposes; and, be it
