About the speed reduction project he said that it is moving forward, that they are collecting data about what the speed limit should be along commercial corridors and that it would be presented to the Common Council for approval. Bauman said that following up with Capital Improvements asked Mr. Muhs if there is a list of funded and unfunded projects for budget amendments because some of the council members would like to put more money on these on the assumption that the funds will be used. Mr. Muhs said that they are working on an actual estimate and what would be the dictating factor of the capacity to utilize the funds at any given calendar year. He added that traffic calming needs are strong citywide. He said that they are going to get an estimate of additional funds that could be utilized based on staffing, consulting and contractor capacity. Ald. Bauman said that the deadline is tomorrow. He also said that 5 year backlog for sidewalks makes the city looks bad. Traffic Calming Update: -Near the end of the construction season. Rapid Implementation Projects: -Almost all concrete and striping pavement marking works are done. -Still working on installing signage on Burleigh, on the Sherman Park area and around UWM campus. He added that those orange barrels will stay out until the signage is up. ARPA Funded Projects: -Nearing the end of the city funds that went for reckless driving initiative for physical infrastructure. -Concrete is done except for the W Galena project that will be done next week. -Pavement marking done and working on signage or plastic delineators (depending on the project). -There is one ARPA project (last one) that will let for construction on 2024 (reduction lanes and protected bike lanes) on Highland Av between 35th St and 20th St. Safe Routes to School: -That work is largely complete and just as the other projects, still working on signage. TID Work: -There is only one work outstanding on construction on the Brewers Hill area. -The neighborhood traffic calming is complete. -Working right now on Walnut St between 10th and Phillips and; on 6th St between Walnut and Brown (it will be done by December 1st). -Some other works that are on design for construction next year: Van Buren, Michigan St, downtown west of the river (2024-2025 construction), by the stadium (west side of the city) and N 60th between Mill and Bradley. -There are other TIDS that design has not started yet but there is funding for those. Ald, Brostoff asked to give a brief update on the reckless driving reduction initiative. Mr. Muhs said that measuring the progress is a difficult thing to do, that they will be looking in the future for death, fatality rate, life changing injuries rate, serious injuries rate and that those numbers will go down consistent with the zero vision piece. He added that they have seen progress and effectiveness in decreasing speeds particularly on drivers going 10 mph over the speed limit. Ald. Brostoff said that it is important to share that data with the public. Mr. Muhs said that they will share and promote the new data on speed reduction with the constituents.

(east of the river). -The work have started on the last portion of the ARPA traffic calming projects (there are 8 projects and work have started on the first one which is on North Av from 20th to 34th). -TID Projects: engaging a consultant to start with the design phase around the Stadium Business District and slightly western-south part of the city. -Finalize contract and kick off for the Speed Reduction Initiative this weekend. 6/7/2023	0	PUBLIC WORKS COMMITTEE	HELD TO CALL OF THE CHAIR; Minutes note: Kevin Muhs - DPW - gave the following report on the street traffic calming and reckless driving mitigation infrastructure: -They have advertised for rapid implementation on three locations (pinned posts) and that they are exploring other options as well. The bid opens on June 14, 2023. -They are adding some pinned bump ups around UWM on Kenwood and Downer. -Another rapid implementation on North Av. will get started (mostly pinned posts). ARPA Funding Constructions: -The remaining four projects from 2022 are complete (N 35th both on the near west side and Capitol, N 27th near Capitol and N 60th near Hampton). -Moving forward with 2023 advertisement and finalizing the contract. TID Work: -The curbside extensions on Midtown Center (51st , 60th, Congress, Capitol and Fond Du Lac) are wrapping up. -Van Buren - there was a public meeting on May 23rd, and that there is another meeting on June 8th with residents and stakeholders. Interim Plaza Program: -4 pre-applications were awarded: 16th and Forest Home, Metcalf/Butterfly Park, Ivanhoe Plaza and 5th St south of Washington.	Pass	5:0
5/17/2023	0	PUBLIC WORKS COMMITTEE	HELD TO CALL OF THE CHAIR; Minutes note: Kate Riordan - Senior Transportation Planner DPW - said that no major updates since the last meeting: -The 2023 advertisement: they are finalizing the contract with the lower bid for those 9 additional projects and that they will work on the construction schedule after. -The Safe Routes to School project will happen once the school year ends. -TID 42 Midtown Construction got some media news coverage. -Two another TID projects are in design phase and that they will have a public meeting for the Van Buren project (May 23rd) to show the two design alternatives and available online as well. The other project is the Michigan St. to redesign the bike lane and that they are meeting with the consultant. -For infrastructure projects (federal jobs) she said that many are under construction or in design phase. She added that 2 big updates are: - Interim Plaza Program - she said that they have developed the permit and have also released the grant opportunities to make sure that those plazas are available to community groups throughout the city and that they have received 4 applications. She added that the applications will be reviewed on May 24th. -Speed Limit Reduction Initiative - she said that they are working on finalizing the contract with the selected consultant and that hopefully it will be announced at the next meeting once the contract is signed. She added that another component will be safe speeds in general to respond to what the committee and residents have been asking for.	Pass	5:0

Brostoff received an extensive e-mail from a constituent who said that nothing has happened after the meeting that he made reference on the same document. Kevin Muhs - DPW - talked about the actions taken regarding the e-mail received. He also said that they are working on a plan and that a draft will be shared in about 6 weeks. Mike Amsdem - DPW reported the following: - Construction work have started on 9 jobs across the city - 7 additional jobs were advertised on early spring (ideally will be completed this year) - Work around schools will start on June to not interfere with the school year. - Substantial work is happening Ald. 3/8/2023	0	PUBLIC WORKS COMMITTEE	HELD TO CALL OF THE CHAIR; Minutes note: Mike Amsden - DPW; gave the following report: -Construction will start on several projects (a couple of projects that started last fall were held during the winter): The first 9 ARPA projects: 5 were completed last year and the 4 remaining will start on April if weather permits. Ald. Stamper asked Mr. Amsden to provide a brief overview of the program for the people that don't know much about it. Mr. Amsden said that on 2018 The City of Milwaukee passed a Complete Streets Policy which says that our streets are places for everyone (people walking, biking, taking transit, using mobility devices, pushing strollers and not for people driving cars only) and; that the streets must be safe and able to accommodate all sort of users and people of all ages and abilities. He added that they have been focusing on reducing the speed, preventing behaviors like passing on the right. He also said that they would love to move into a more proactive approach around redesigning the streets for better walking and biking conditions. He added that they have adopted Vision Cero thanks to the Mayor's leadership. Mr. Amsden continued with the report: -Last fall started the Safe Routes to Schools project on eight schools with federal funding improvements that will continue in May and that they are coordinating with each individual school to avoid impacting drop off and pick up times. -Several new projects that will be kicking of 2023. -The remaining 7 ARPA projects that were not advertised last year, will be advertised in April and to start short after. -Lots of TID funded work: TID 42 is scheduled to start March 20th, TID 41 will start the first week of April. -Full reconstruction projects will be kicking off this year. -Speed Limit Reduction Program is moving slowly. -A file for the residential speed limit reduction will be presented to the Public Safety and Health Committee. 2/15/2023	0	PUBLIC WORKS COMMITTEE	HELD TO CALL OF THE CHAIR; Minutes note: Kevin Muhs - DPW Potholes He said that the challenge is not the extreme cold temperatures but the changes back and forth between freeze and thaw and that this spring conditions are showing up earlier this year. He added that for this 2023 they have about 850 requests, that the average response time is 2 days with a backlog of 150 as today. He said that to catch up with a backlog like this, people from the Street Maintenance Division gets pulled off and on to work on potholes. He also said that they are going to initiate weekend overtime on potholes. Ald. Bauman pointed out that not all the potholes are reported and that there are potholes almost on every street. Mr. Muhs said that he understand the frustration and that there is a huge increase on the reports. He said that 11,500 requests were received on 2022 which was an increase of almost 3,000 versus 2021. He also asked the public to use the tools that are available (286-CITY, click for action and mobile action app) to report the potholes. He said that the street crews are being proactive and taking care and/or reporting potholes on the go. He added that the staffing challenges across the department is the mayor challenge and that they are doing what they can. Ald. Rainey asked what happened with the creation of the dashboard that was approved about 6 years ago. Mr. Muhs said that he cannot comment anything about this project but that he will talk to the DPW Commissioner to prepare a report. Reckless Driving He said that there was a resolution to shift $500,000 away from the Speed Limit Reduction Initiative (for more speed humps at the reduced rate) which impacts the time spent on communication, advertising and other promotional efforts to make the public aware of the speed limit. He said that only 3 months of public outreach education is possible now instead on 6 months. He added that they are replacing the speed limits signs on residential streets and that individual commercial corridors require a different analysis to determine the correct speed. He also said that moving forward, a resolution file was introduced last Tuesday. Van Buren Project near Downtown He said that the design work is happening and that it will be done on the 2024 contract season. Ald. Stamper asked about the street light program. Mr. Muhs said that they are working on the design phase of the circuits and hoping to start the construction of some of them soon and that he will report back on it. Ald. Zamarripa asked if decreasing the speed limits will help to curve the reckless driving and speeding. Mr. Muhs said that it will be effective for saving lives and reducing fatalities. He mentioned that the City of Madison announced this morning that they have had two successful years in reducing fatalities and serious injuries by decreasing speed limits and letting the public to know about it. He added that the plan is to reduce the speed limit to 20 mph on residential areas and to 30-25 mph on commercial streets.	Pass	5:0

11/30/2022	0	PUBLIC WORKS COMMITTEE	HELD TO CALL OF THE CHAIR; Minutes note: Mr. Kevin Muhs - DPW provided the following report: -Fully completed those pinned down bump outs placed on some medians (placed on top of the road's surface) across the city despite the supply issues with the signage brackets. -There are four similar efforts that will be completed on late spring of 2023. -The concrete work around 8 school across the city has been delayed (pavement markings and signage have been completed) due concrete related supply challenges. This work will be also completed on the spring of 2023. -The concrete work related TID 85 - is complete and working on landscaping details. -Other TID work like Midtown and Stadium Business District will go next year. -Speed humps: The fourth contract went out and that there are 13 speed humps left to do (excepted to be done on the next couple of weeks). -The speed hump money from ARPA will be taken care of before the end of the calendar year. TID Work: TID85 - along 6th St on the south side (underway). Most of the other TID that they made amendments with the Department of City Development will go on next year. Van Buren: they have 4 consultants on board and the proposals will be reviewed on the 18th. Speed Hump Program with 4 contracts this year: 2 contracts are completed 3rd contract is on the way 4th will be done at the end of the year Speed Limit Reduction Program: It will be recalibrated and it will be presented on the next meetings. City Hall Foundation Work: It is finalizing, final touches at the exterior but the foundation work continues (inside) and no work at the tower. Market St.: Plan to make it a pedestrian area.	Pass	3:0

He added that he does not know if these two projects will start this year but the contracts will be awarded this year. -8 school projects around the city - the contract have been awarded and the work will start early August. -Speedhumps (the last batch was approved today) -Speed limit RP (it was released and proposals are due on July 29th) with 2 prompts: one for city wide marketing and awareness campaign and the other piece for speed limit on the streets. He added that there is no schedule yet. Scooter program: The proposals were due and received 4 proposals that are being reviewed right now. Van Buren St. Project: the design consultants will be selected on the coming weeks. Water St - Third Ward - there is no funding in place to hire a consultant yet. Bike Route on Jefferson - this is coming after the Van Buren St to connect it with the Beerline as well and probably on the works over the winter next year.	Pass	4:0
6/29/2022	0	PUBLIC WORKS COMMITTEE	HELD TO CALL OF THE CHAIR; Minutes note: Mr. Jerell Kruschke - DPW - Said that the speed hump requests for this year is about to end with the 60 speeds humps coming up on July 20th. He reported that a total of 270 speed humps will be approved and built this year. He added that any coming requests will be for the 2023 season at a cost of $6.50 per lineal foot since the ARPA funds have been used. Mr. Kruschke said that speed humps are popular because they are requested by the residents and that traffic circles are assessable projects as well at a cost of $4.60 per lineal foot. He said that the department is actively applying for grants and that the whole campaign to reduce the speed limits is about to come out.	Pass	5:0

Mr. Kruschke explained that the assessment rate is $2.00 per lineal foot vs $6.50 per lineal foot that used to be in the past and that the new assessment fee is listed on all of the notifications that are mailed out. Added that they have received 159 requests so far. Ald. Stamper asked how those requests were made. Mr. Kruschke said that they came from different sources: the aldermanic offices referring people to them, the tv news, and that the website will be updated. Ald. Perez if these 159 requests are already in the queue. Mr. Kruschke said that they are in the queue and just waiting for the assessable rate to drop to start to send the notices and that there was delay because of the change on the assessable rate and did not want to confuse the constituents by sending two different notices. Ald. Perez asked how much further we can go with the ARPA dollars for the speed humps. Mr. Kuschke said that about 300-320 speed humps estimated assessment value. Ald. Perez asked if after these 300-320 speed humps we will go back to the prior cost of $6.50 Mr. Kruschke said that we will need to come back to committee for that matter.	Pass	5:0
