Title
Substitute resolution relative to acceptance and funding of an Environmental Protection Agency (EPA) Cooperative Agreement in support of the Environmental Collaboration Office’s Healthy People, Homes, and Neighborhood Project.

Analysis
This resolution authorizes the Environmental Collaboration Office to accept a State Environmental Justice Cooperative Agreement Program (SEJCA) grant from the Environmental Protection Agency in the amount of $200,000 with a grantor share of $200,000 and a City share of $0. The purpose of this grant is to support ECO’s Healthy People, Homes, and Neighborhood Project to provide resources via mobile resource teams, provide healthy homes resource guides and ECO neighborhood toolkits and workshops to residents in 53204, 53205, 53206, 53208, 53210, 53215, 53233.

Body
Whereas, The City of Milwaukee appears to be eligible for grant funds from the EPA; and

Whereas, Health and economic disparities in Milwaukee are well documented, including the disparate impact of COVID-19 on communities of color. The City of Milwaukee and community partners will coordinate a Healthy People, Homes and Neighborhoods campaign to conduct outreach and education to predominately African American and Latinx neighborhoods; and

Whereas, The City will work with local non-profits Sixteenth Street Community Health Centers (SSCHC) and Walnut Way Conservation Corporation as well as the City of Milwaukee Health Department and Wisconsin Department of Health Services to develop and distribute resources and conduct workshops; and

Whereas, This campaign hopes to achieve increased awareness in two neighborhoods greatly impacted by COVID-19, energy poverty and the need for increased green space; and

Whereas, This project represents the first time Milwaukee-area COVID mitigation efforts will be linked with outreach around healthy homes and environmental justice. The program will serve as ...
