Resolution relative to acceptance and funding of a Federal Fiscal Year (FY) 2020 Wisconsin Clean Diesel Grant Program.

Analysis

This resolution authorizes the Department of Public Works - Operations Division (Fleet Section) to accept and fund a Federal FY 2020 Wisconsin Clean Diesel Program grant from Wisconsin Department of Natural Resources (WDNR) in the amount of up to $305,874 with a city share of $229,405, and a grantor share of $76,469.  The purpose of the grant is to replace non-road diesel equipment that is beyond its service life with cleaner, lower emissions diesel equipment.  

Body

Whereas, The City of Milwaukee appears to be eligible for grant funds from WDNR to replace non-road diesel equipment that is beyond its service life with cleaner, lower emissions diesel equipment; and

 

Whereas, The operation of this grant from 1/1/2022 to 12/31/2022 would cost $305,874 of which, $229,405 (75%) would be provided by the city and $76,469 (25%) would be provided by the grantor; now therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that the Department of Public Works shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant Parent of the 2022 Special Revenue - Grant and Aid Projects the following amounts for the program/project titled 2022 Clean Diesel Grant Program:

2.  Create the necessary Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amount required under the grant agreement;

 

3.  Establish the necessary City Share Project Values; and, be it

 

Further Resolved, That these funds are budgeted for the Department of Public Works-Operations Division, which is authorized to:

 

1.  Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

 

2.  Enter into subcontracts as detailed in the grant budget.
