Analysis
This resolution authorizes the Department of Administration’s Community Development Grants Administration to accept, and fund the Big Lake Marine-Towboat Diesel Retrofits project from the Wisconsin Department of Transportation - Congestion Mitigation and Air Quality Improvement Program

Body
Whereas, The Congetion Mitigation and Air Quality Improvement Program (CMAQ) was created by the 1991 Intermodal Surface Transportation Efficiency Act and continued most recently by the Fixing America’s Surface Transportation Act; and

Whereas, CMAQ provides funding for transportation projects that improve air quality and reduce traffic congestion; and

Whereas, The funds are made available through a competitive application process and the Wisconsin Department of Transportation (WisDOT) CMAQ Program has selected the City of Milwaukee’s application for a funded award; and

Whereas, The City of Milwaukee is eligible for grant funds for the Big Lake Marine-Towboat Diesel Retrofits project from the WisDOT CMAQ Program; and

Whereas, This project will repower three propulsion engines and two generators set engines on two towboats operating out of the Port of Milwaukee; and

Whereas, The towboats are used for towing, dredging operations, and construction of seawalls, harbor stone, and breakwalls from the Port of Milwaukee; and

Whereas, The Community Development Grants Administration on behalf of the Port of Milwaukee is the designated project partner on this grant and the agency responsible for project implementation; designated to receive the $616,475 grant award to serve as fiscal steward for the Big Lake Marine -Towboat Diesel Retrofits project ; and
