Resolution authorizing acceptance and funding of the Big Lake Marine- Towboat Diesel Retrofits project from the Wisconsin Department of Transportation - Congestion Mitigation and Air Quality Improvement Program

Analysis
This resolution authorizes the Department of Administration’s Community Development Grants Administration to accept, and fund the Big Lake Marine-Towboat Diesel Retrofits project from the Wisconsin Department of Transportation - Congestion Mitigation and Air Quality Improvement Program

Body
Whereas, The Congetion Mitigation and Air Quality Improvement Program (CMAQ) was created by the 1991 Intermodal Surface Transportation Efficiency Act and continued most recently by the Fixing America’s Surface Transportation Act; and

Whereas, CMAQ provides funding for transportation projects that improve air quality and reduce traffic congestion; and

Whereas, The funds are made available through a competitive application process and the Wisconsin Department of Transportation (WisDOT) CMAQ Program has selected the City of Milwaukee’s application for a funded award; and

Whereas, The City of Milwaukee is eligible for grant funds for the Big Lake Marine-Towboat Diesel Retrofits project from the WisDOT CMAQ Program; and

Whereas, This project will repower three propulsion engines and two generators set engines on two towboats operating out of the Port of Milwaukee; and

Whereas, The towboats are used for towing, dredging operations, and construction of seawalls, harbor stone, and breakwalls from the Port of Milwaukee; and

Whereas, The Community Development Grants Administration on behalf of the Port of Milwaukee is the designated project partner on this grant and the agency responsible for project implementation; designated to receive the $616,475 grant award to serve as fiscal steward for the Big Lake Marine -Towboat Diesel Retrofits project ; and

Whereas, The operations of this grant project from 8/1/21 through 12/31/21 would cost $616,475 which will be provided as the grantor share; now therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the CDGA is authorized to accept and allocate funding awards to the Big Lake Marine-Towboat Diesel Retrofits project; and, be it

Further Resolved, That the City of Milwaukee assures and certifies that it will comply with the policies, guidelines, and requirements with respect to the acceptance and use of the CMAQ Grant from the WisDOT; and, be it

Further Resolved, That acceptance of this grant is authorized and the CDGA shall accept this grant without further approval unless the terms of the grant changes as indicated in Section 304-81 of the Milwaukee Code of Ordinances; and, be it

Further Resolved, that the City Comptroller is authorized to:

Commit Funds within the Project/Grant Parent of the 2021 Special Revenue Grant and Aid Projects Fund, the following amounts for the program/projects titled Big Lake Marine-Towboat Diesel Retrofits project

Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amounts required under the grant agreement;

Further Resolved, That these funds are budgeted for the Community Development Grants Administration, which is authorized to:

Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

Enter into subcontracts as detailed in the grant budget

; and, be it

Further Resolved, That the subrecipient organizations shall submit budget and activity reports in amounts and according to any conditions approved by the Common Council and in accordance with File Number 74-92-5v, to the Community Development Grants Administration and the City Comptroller for review and approval; and, be it

Further Resolved, That payments for all Big Lake Marine-Towboat Diesel Retrofits project costs incurred shall be paid in accordance with approved CMAQ Program reimbursement policy based on the approval by the Community Development Grants Administration and the City Comptroller.
