Minutes note: Mr. Tim Askin said the project has 3 components: a bar, seating areas within cargo containers and movable tables, chairs and umbrellas . The building is in the North Point North historic district. The building is on public property and entirely in the public right of way and is viewable from all angles. The shipping containers would be put on the upper deck. There were changing rooms on the upper deck at one time, but those have not existed for at least 30 years, so staff feels the open upper deck is a defining characteristic. Staff does not support the enclosed seating area as it completely changes the character of the building. The Dept of Neighborhood Services also notes that there is no disability access to the upper deck. Staff received 5 objections to the proposal. Staff recommends approval of the lawn furniture and the umbrellas, but leaves the bar structure to the Commission and recommends disapproval of permanent structures. Atty. Brian Randall - the owner has an 8-year lease. Nick and Luke - operators who want to follow a nautical theme, which the building previously had. They would also like to make it more family-friendly, rather than appeal to the current younger crowd. Ald. Bauman can't support as proposed today as the tear sheet doesn't provide enough details for this body to approve. The shipping containers have already been built. Ms. Peltz is concerned about the bridge being closed. The county parks will get the bridge open as soon as possible and is working on that. HPC staff recommends approval with conditions outlined in the report. Grant, with conditions outlined in the report and denial of the dining areas contained in shipping containers.
