Title
Resolution related to acceptance and funding of a Homeland Security WEM/STAC ALERT SWAT Video Equipment grant.

Analysis
This resolution authorizes the Milwaukee Police Department (MPD) to accept and fund a Homeland Security Wisconsin Emergency Management (WEM) Southeastern Wisconsin Threat Analysis Center (STAC) Alert SWAT Video Equipment grant through the State of Wisconsin, Department of Military Affairs (DMA), in the amount of $45,000 with a city share of $0, and a grantor share of $45,000.00. The purpose of this funding is for the purchase of AgileMesh products which will allow the MPD, as well as other jurisdictions we assist and lend equipment, to increase the safety and security of Law Enforcement and citizens involved in critical incidents. This system will provide real-time information and assist with intelligence gathering so individuals making decisions can make the best decision possible to bring a resolution to the critical incident.

Whereas, Under CFDA 97.067, the City of Milwaukee appears to be eligible for grant funds from the U.S. Department of Justice through the State of Wisconsin DMA; and

Whereas, The operation of this grant from 12/1/19 to 9/30/20 would cost $45,000, 100% would be provided by the grantor; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, Milwaukee Code of Ordinances; and, be it

Further Resolved, That, the City Comptroller is authorized to:

1. Commit funds within the Project/Grant Parent of the 2020 Special Revenue-Grant and Aid Projects, the following amount for the program titled: WEM/STAC Mobile Pole Camera Trailer Systems grant.
