Analysis
This resolution directs the Director of the Department of Administration to collaborate with the Chief of Police to develop a plan to augment the City’s efforts to significantly curtail street prostitution by partnering with community organizations to form a Street Prostitution Partner Patrol to be funded by $100,000 in Community Development Block Grant funding. This Street Prostitution Partner Patrol will assist police by patrolling neighborhoods as directed with high street prostitution activity in an effort rid the city of the blighting impact of this criminal activity.

This plan shall be submitted for Common Council approval by March 31, 2020.

Body
Whereas, Milwaukee has often been considered a hotspot for human and sex trafficking, and a 2018 report estimated that 340 children and young adults were victims of sex trafficking in Milwaukee over a 4-year period; and

Whereas, Citations issued to “johns” for loitering-soliciting prostitutes declined from 84 in 2017 to 46 in 2018; and

Whereas, The City has taken steps in recent years to reduce street prostitution which have included:

1. Sting operations.
2. Citing for “loitering-soliciting prostitute” rather than just “loitering-soliciting” to shame “johns”.
3. Increasing the penalty for loitering-soliciting prostitute from $500 to $5,000.

Whereas, The 2020 Approved Budget reduced the number of sworn officers on the police force so there will be fewer officers available to patrol and cite for street prostitution activity in the city; and
