Body
Whereas, The City of Milwaukee was selected to host the 2020 Democratic National Convention (the “Convention”) in July of 2020; and
Whereas, As the host city for the Convention, the City entered into an agreement between the City, The Democratic Party (“DNC”) and The Good Land Committee, Inc. (“Host Committee”) regarding the City’s role in hosting the Convention (“City Agreement”) which was approved by Common Council Resolution No. 181430 on March 11, 2019; and
Whereas, Under the terms of the City Agreement, the City is required to, among other things, assist the DNC and Host Committee with providing security services as necessary for the Convention in cooperation with the DNC, federal agencies such as the Secret Service and other law enforcement and firefighting agencies; and
Whereas, A federal security grant is expected to pay the costs of security services needed for the Convention (including the costs to borrow personnel from other jurisdictions), but in the event the federal grant is not available, the City Agreement requires the Host Committee to reimburse the City for such costs; and
Whereas, In order to have sufficient personnel to provide the necessary fire services and other protective services required to secure the Convention, the City needs to enter into intergovernmental agreements with various fire departments and other government agencies to supplement the City’s personnel; and
Whereas, The terms of the federal grant do not allow the City to use existing mutual aid or other already existing intergovernmental agreements in order to obtain personnel to assist during the Convention; and
Whereas, The Milwaukee Fire Department has reached out to various fire departments and other government agencies and has obtained informal commitments from approximately 10 to 15 of them to provide the personnel needed for the Convention; and
Whereas, The City Attorney’s Office has drafted a template intergovernmental agreement for fire, hazmat, paramedic and other protection services to be used with fire departments and other government agencies within Wisconsin to provide personnel during the Convention; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee that the template intergovernmental agreement for fire and other protection services attached to this file is approved to be entered into between the City and various fire departments and other government agencies within Wisconsin; and be it
Further Resolved, That the City Attorney is hereby authorized to present the attached template intergovernmental agreement to the various fire departments and other government agencies that have offered to provide personnel to the City for the Convention (a list of which is attached to this file, but which may be supplemented from time to time by the Milwaukee Fire Department as needed to effectuate the security plan for the Convention); and be it
Further Resolved, That the appropriate City officials, including the Fire Chief, are authorized to execute the intergovernmental agreements between the City of Milwaukee and various fire departments and other government agencies from Wisconsin to provide supplemental fire, hazmat, paramedic and other protection services for the Convention, with such minor modifications that may be necessary as approved by the City Attorney, and any other documents that may be necessary to carry out the City’s obligations under such agreements.
