This resolution directs the Department of City Development, the Department of Public Works and the Department of Neighborhood Services to develop and implement a plan for the improvement of W. Hopkins Street from N. 15th Street to N. 27th Street.

Body
Whereas, Properties along W. Hopkins Street between N. 15th Street and N. 27th Street have fallen into disrepair, with vacant land and buildings, dilapidated structures, and unsafe infrastructure; and

Whereas, This area also suffers from economic disinvestment and a loss of property tax base, jobs and shopping opportunities; and

Whereas, This area is not part of a business improvement District or neighborhood association, which are typically able to spur economic development and property investment; and

Whereas, The Department of City Development, the Department of Public Works, and the Department of Neighborhood Services have the resources and knowledge needed to develop and implement a plan for the improvement of this area; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Department of City Development, the Department of Public Works, and the Department of Neighborhood Services shall develop and implement a comprehensive plan for the improvement of the portion of W. Hopkins Street between N. 15th Street and N. 27th Street; and, be it

Further Resolved, That this plan shall include the strengths and weaknesses of area real estate, recommendations for the use of City-owned properties, identification of resident and commercial needs, and a plan for infrastructure improvement and code enforcement in the area; and, be it

Further Resolved, That the appropriate departments will present this plan to the Common Council within 3 months...
