Analysis

This resolution directs the Department of City Development, the Department of Public Works and the Department of Neighborhood Services to develop and implement a plan for the improvement of W. Hopkins Street from N. 15^th Street to N. 27^th Street.

Body

Whereas, Properties along W. Hopkins Street between N. 15^th Street and N. 27^th Street have fallen into disrepair, with vacant land and buildings, dilapidated structures, and unsafe infrastructure; and

Whereas, This area also suffers from economic disinvestment and a loss of property tax base, jobs and shopping opportunities; and

Whereas, This area is not part of a business improvement District or neighborhood association, which are typically able to spur economic development and property investment; and

Whereas, The Department of City Development, the Department of Public Works, and the Department of Neighborhood Services have the resources and knowledge needed to develop and implement a plan for the improvement of this area; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Department of City Development, the Department of Public Works, and the Department of Neighborhood Services shall develop and implement a comprehensive plan for the improvement of the portion of W. Hopkins Street between N. 15^th Street and N. 27^th Street; and, be it

Further Resolved, That this plan shall include the strengths and weaknesses of area real estate, recommendations for the use of City-owned properties, identification of resident and commercial needs, and a plan for infrastructure improvement and code enforcement in the area; and, be it

Further Resolved, That the appropriate departments will present this plan to the Common Council within 3 months of the adoption of this resolution.
