Title

Analysis
This resolution transfers $20,000 in funds from the 2018 and 2019 Capital Improvements-Advance Planning Fund accounts into a subaccount for Riverwalk design standards for the Harbor District.
Body
Whereas, On February 6, 2018, the Common Council of the City of Milwaukee (“Common Council”) adopted File No. 171211 that approved the Harbor District Water and Land Use Plan (“WaLUP”) as an element of the City of Milwaukee’s (“City”) Comprehensive Plan; and

Whereas, On December 12, 2018, the Common Council adopted File No. 180946 that established general design standards for the Harbor District Riverwalk Site Plan Review Overlay Zone (“SPROZ”) as recommended as a “catalytic project” in the WaLUP; and

Whereas, Harbor District, Inc. (“HDI”) partnered with the City’s Department of City Development (“DCD”) and the Sixteenth Street Community Health Centers to engage the University of Wisconsin-Milwaukee’s Community Design Solutions (“CDS”) to undertake a Waterfront Innovations Design Charrette to develop ideas for a “working waterfront,” including ideas for a Harbor District Riverwalk; and

Whereas, Building on the ideas generated during the Waterfront Innovations Design Charrette and the recommendations of the WaLUP, DCD wishes to hire a consultant to create more detailed riverwalk design standards and concepts unique to the Harbor District to replace the current general design standards for the existing Harbor District Riverwalk SPROZ; and
