This resolution directs the Health Department to develop a joint pilot program with the Milwaukee County Department of Health and Human Services to provide doulas to 100 new mothers in the 53206 Zip Code, and to accept and expend up to $100,000 in contributions from Milwaukee County for the program.
Body

Whereas, The American College of Obstetricians and Gynecologists encourages the use of doulas for improved birth outcomes; and

Whereas, Other cities, such as Baltimore and New York, are instituting programs, administered through Medicaid, that train doulas and match them with high-risk pregnancies to encourage more informed pregnancy and delivery practices; and

Whereas, Milwaukee County seeks to encourage the use of doulas, especially in the highest poverty areas in the City of Milwaukee, to improve birth outcomes; and

Whereas, The Milwaukee County Department of Health and Human Services has determined the Health Department is best suited to administer the program; and

Whereas, Milwaukee County wishes to contribute funds to the City for the doula program; and

Whereas, Section 304-24 of the City of Milwaukee Code of Ordinances regulates the receipt, appropriation and expenditure of contributions received by the City; and

Whereas, The Milwaukee County Department of Health and Human Services is a partner with the City in an effort to improve birth outcomes in low-income households and women of color in Milwaukee through access to quality healthcare, and reduction of life stressors, the effects of which most severely impact residents in the 532...
