Resolution relating to the development of a joint pilot program with the Milwaukee County Department of Health and Human Services to provide doulas to 100 new mothers in the 53206 Zip Code, and the acceptance and expenditure of up to $100,000 in contributions by the Health Department from Milwaukee County for the program.

This resolution directs the Health Department to develop a joint pilot program with the Milwaukee County Department of Health and Human Services to provide doulas to 100 new mothers in the 53206 Zip Code, and to accept and expend up to $100,000 in contributions from Milwaukee County for the program.
Body
Whereas, The American College of Obstetricians and Gynecologists encourages the use of doulas for improved birth outcomes; and
Whereas, Other cities, such as Baltimore and New York, are instituting programs, administered through Medicaid, that train doulas and match them with high-risk pregnancies to encourage more informed pregnancy and delivery practices; and
Whereas, Milwaukee County seeks to encourage the use of doulas, especially in the highest poverty areas in the City of Milwaukee, to improve birth outcomes; and
Whereas, The Milwaukee County Department of Health and Human Services has determined the Health Department is best suited to administer the program; and
Whereas, Milwaukee County wishes to contribute funds to the City for the doula program; and
Whereas, Section 304-24 of the City of Milwaukee Code of Ordinances regulates the receipt, appropriation and expenditure of contributions received by the City; and
Whereas, The Milwaukee County Department of Health and Human Services is a partner with the City in an effort to improve birth outcomes in low-income households and women of color in Milwaukee through access to quality healthcare, and reduction of life stressors, the effects of which most severely impact residents in the 53206 Zip Code; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Health Department is authorized to accept and expend up to $100,000 in contributions from Milwaukee County to develop a joint pilot program with the Milwaukee County Department of Health and Human Services to provide doulas to 100 new mothers in the 53206 Zip Code; and, be it
Further Resolved, That upon the receipt and deposit of these funds, the City Comptroller is directed to establish a special purpose account within the Health Department for the expenditure of the contributions; and, be it
Further Resolved, That the City Comptroller is directed to transfer appropriations and estimated revenue from the Contribution Fund-General, account number 0001-2110-0001-D001-006300, and the Estimated Revenue Account for Contributions, account number 0001-2110-0001-009850 to the Health Department’s Special Account 0001-3810-006300-DXXX and the Health Department’s Estimated Revenue Account, 0001-3810-0001-009850, for the purposes set forth in this resolution in the amount of up to $100,000; and, be it
Further Resolved, That the proper City officials are authorized to take such further actions as may be necessary or required to effectuate the intent of this resolution.
