Body
Whereas, Over the past five years, demand for bilingual workers in the United States more than doubled; and
Whereas, Language barriers have tangible economic consequences that may cause residents and businesses to lose money because of language or cultural misunderstandings; and
Whereas, The ability to communicate with City residents in their native languages is especially important for local government entities; and
Whereas, The City has significant Hmong- and Spanish- speaking populations who face significant barriers communicating with City departments; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the City supports efforts to increase bilingual staffing and translation services in all City departments to provide quality service to all City residents; and, be it
Further Resolved, That the Department of Administration and the Department of Employee Relations are directed to conduct a City-wide evaluation of the need for bilingual staffing and translation services; and, be it
Further Resolved, That the Department of Administration and the Department of Employee Relations provide a report of the evaluation to the Common Council within 6 months of the effective date of this resolution; and, be it
Further Resolved, That all City departments are directed to support and cooperate with the Department of Administration and the Department of Employee Relations.
