Title:
Resolution relative to acceptance and funding of a 2018/19 Homeland Security-WEM/Southeast Wisconsin Threat Analysis Center grant.

Analysis:
This resolution authorizes the Milwaukee Police Department to accept and fund a Homeland Security STAC grant from the State of Wisconsin, Department of Military Affairs (DMA), in the amount of $30,000 with a city share of $0, and a grantor share of $30,000. The purpose of this funding is to for the purchase of technology software and for the continued support of operational costs for travel and training necessary to maintain the STAC certifications and capabilities.

Body:
Whereas, Under CFDA 97.067, the City of Milwaukee appears to be eligible for grant funds from State of Wisconsin Department of Military Affairs; and

Whereas, The operation of this grant from 8/1/18 to 7/31/19 would cost $30,000 of which $0 (0%) would be provided by the city and $30,000 (100%) would be provided by the grantor; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, Milwaukee Code of Ordinances; and, be it

Further Resolved, That, the City Comptroller is authorized to:

1. Commit funds within the Project/Grant Parent of the 2018 Special Revenue-Grant and Aid Projects, the following amount for the program titled: Southeast Wisconsin Threat Analysis Center grant.

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement;

Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:

Expend from the amount budgeted for specified purposes as indicated in the grant
budget and incur costs consistent with the award date;

Transfer funds within the project budget as long as the amount expended for each
specific purpose does not exceed the amount authorized by the budget by 10 percent.
