Analysis
This ordinance establishes a position of Milwaukee Inspector General within the Common Council-City Clerk’s Office to monitor and report on departmental administration and operations city-wide.
Body
Whereas, Dysfunction within the Health Department, particularly in relation to lead testing and sexually transmitted infections, has been widely reported and acknowledged by Health Department administrators; and

Whereas, It has become apparent that irregularities in Health Department administration and operations were of a long-standing nature, of which members of the Common Council were largely unaware; and

Whereas, Since the revelation of Health Department mismanagement in January 2018, members of the Common Council have been at times frustrated in their attempts to ascertain critical information about the history and current status of Health Department administration and operations; and

Whereas, Other city departments may likewise experience administrative or operational dysfunction, and could benefit from a means for identifying and reporting mismanagement, violations of city or departmental policies or procedures, abuses and other related issues to elected officials while promoting ethical, fiscal and legal accountability; and

Whereas, There is thus a need for a position with the authority and duty to closely monitor departmental administration and activities city-wide, and to report directly to the Common Council, while being outside of the administration; and

Whereas, An Inspector General position within the Common Council-City Clerk’s Office, appointed in consultation with the President of the Common Council and under the direct supervision of the President of the Common Council, o...
