This ordinance amends the definition of a “known prostitute or panderer” and clarifies code provisions relating to prostitution.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1: Section 106-31-7-b of the code is amended to read:
106-31. Loitering or Prowling
7. SOLICITING, ETC.
b. “Known prostitute or panderer” means a person who within [[one year]] >>5 years<< previous to the date of arrest for violation of this section, had within knowledge of the arresting officer been convicted in Milwaukee municipal court or Milwaukee county circuit court of an offense involving prostitution.
Part 2: Section 106-34.5-1-b to d of the code is amended to read:
106-34.5. Prostitution.
1. PROHIBITED CONDUCT.
b. Commit, offer to commit, request or >>agree to<< an act of sexual gratification, in public or in private, involving the sex organ of one person and the mouth or anus of another person for anything of value.
c. Masturbate a person, offer to masturbate a person, request to be masturbated or >>agree to<< masturbate a person for anything of value.
d. Commit, offer to commit, request to commit or >>agree to<< commit an act of sexual contact for anything of value.
