Resolution approving an award of contract to Otis Elevator Company for elevator maintenance and repair services at various sites

Body
WHEREAS, the Housing Authority of the City of Milwaukee (Authority) solicited sealed bids by Official Notice Number 57816 during the period October 2, 2017 through October 24, 2017 for Elevator Maintenance and Repair Services at Various Sites; and

WHEREAS, one sealed bid was received by the deadline of 2:00 PM (CST) on October 24, 2017; and

WHEREAS, the sealed bid was received and publicly opened on October 24, 2017, during which bidding procedure was conducted in compliance with the requirements of local, state, and federal regulations; and

WHEREAS, the sealed bid was non-responsive (insufficient bid surety) and, thus, rejected; and

WHEREAS, the Authority solicited sealed proposals by Official Notice Number 57849 during the period February 23, 2018 through March 9, 2018 for the same services; and

WHEREAS, no proposals were received by the deadline of 2:00 PM (CST) on March 9, 2018; and

WHEREAS, the Authority determined that given the two unsuccessful solicitations and the urgent need to engage a contractor for these critical services it would be in its best interests to entertain proposals from the only two contractors who subsequently expressed interest in providing the services, namely Suburban Elevator of Wisconsin and Otis Elevator Company; and

WHEREAS, these would be competitive proposals where award would be determined based on price, capability/capacity, and past performance; and

WHEREAS, Otis Elevator Company’s proposal amount of $204,138.00 per year for scheduled maintenance is in the competitive range and Otis Elevator Company has superior capability/capacity and past performance; and

WHEREAS, the Authority determined that it is in its best interests to accept Otis Elevator Company’s proposal for a term of three years at $612,414...
