Title
Substitute resolution relative to the acceptance and funding of a National Endowment for the Arts “Our Town” grant for the Gathering Art, Stories & Place project.
Analysis
This resolution authorizes the Milwaukee Public Library to accept and fund a National Endowment for the Arts “Our Town” grant for the Library’s Gathering Art, Stories & Place project.
Body
Whereas, The City of Milwaukee appears to be eligible for “Our Town” grant funds from the National Endowment for the Arts for the Milwaukee Public Library’s Gathering Art, Stories & Place project; and
Whereas, The purpose of the Gathering Art, Stories & Place project is to engage the community through the creation of an archive platform, a visual storytelling festival, a narrative mapping project, and artist/writer residencies; and
Whereas, The operation of this grant from 11/01/2017 to 12/31/2019 would cost $406,275, of which $31,065 (8%) would be in-kind funds, $225,210 (55%) would be a cash match and $150,000 (37%) would be provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Milwaukee Public Library shall accept a $150,000 “Our Town” grant from the National Endowment for the Arts for the Gathering Art, Stories & Place project; and, be it
Further Resolved, That acceptance of this grant shall not require further approval unless the terms of the grant change as indicated in s. 304-81, Milwaukee Code of Ordinances; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2017 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled “Gathering Art, Stories & Place”:

2. Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project Level values and budget against these Project/Grant values the amount required under the grant agreement.
3. Establish the necessary City Share Project Values.

Further Resolved, That these funds are budgeted for the Library, which is authorized to:
1. Expend from the amount budgeted for specified purposes as indicated in the Operating Grant Budget attached to this file and incur costs consistent with the award date.
2. Enter into subcontracts and leases as detailed in the Operating Grant Budget.

Further Resolved, That the Common Council directs that the 2018 Positions Ordinance, Common Council File Number 170681, should be amended as follows:
